Council questions ensued regarding the number of workers needed. Comments <br />from Council on the various labor policies ensued. The Code of Conduct was <br />stated as being unnecessary and as written does not actually promote <br />transparency, honesty and good government as intended. <br />Recommendation: <br />It is recommended that Council provide the City's representative on the South <br />Bayside Waste Management Authority ( SBWMA) Board of Directors with direction <br />on how to represent the Council's interests on the items remaining outstanding <br />from the August 28, 2006 Council meeting. (803) <br />Consensus by Council occurred for the following items: <br />Labor Policies <br />• Labor peace — initial staff recommendation approved <br />• Salaries and benefits — current wages considered to be at floor and <br />measure to be made by reviewing Bay Area market with comparable <br />agencies; measurement should occur across the trades; evaluation of <br />RFP's would then occur with review by the JPA <br />• Worker retention — treat the groups differently (workers vs. supervisors), a <br />requirement be made so that the current workers are afforded an <br />opportunity to continue rather than a preference for them be provided <br />• Card Check — approved initial recommendation on card check that the card <br />check issue be silent <br />Code of Conduct Eliminate, but include language, or possibly a one page <br />document as a reminder stating that members will follow all existing laws of <br />campaign contributions and conflict of interest <br />Use of Alternative Fuel Vehicles Include language that use of alternative fuel <br />vehicles is strongly encouraged <br />SBWMA Ownership of and Leasing of Collection Vehicles Agreed with <br />recommendation <br />B.
