of computing the lineal feet upon which payment is to be made, it shall be presumed that every public sewer is constructed in the center of the public right of way in which installed and payment shall be made on that basis, without regard to actual length of lateral to be installed. No plumbing permit, and no building permit involving the installation of plumbing facilities and no sewer connection permit shall be issued by the Building Inspector until the application has been approved by the Director of Public Works and the above mentioned sum and the applicable fees provided in Section 27.60 have been paid or otherwise provided for." SECTION 7. Section 27.21.1 of the Code of the City of Redwood City is hereby amended to read as follows: "Section 27.21.1 (a) No sewer connection permit shall be issued after the effective date of this section to serve any premises located in sewer service Area C, or located in one sewer service area (as such areas are designated in ~27.2.1) from sewer facilities located in another sewer service area. "(b) Notwithstanding the foregoing prohibitions, and upon application, the City Council may authorize the issuance of a sewer c9nnection permit to serve premises located in sewer service Area C, or located in one sewer service area from sewer facilities located in another sewer service area when it finds the existence of exceptional or extra- ordinary conditions affecting such premises. The authoriza- tion shall be made by resolution and may be made subject to such terms, conditions and fees as the Council finds necessary or appropriate. -5-
