<br />"(b) The ordinance or code provisions of this <br />section shall not be construed to preclude the <br />issuance of a building permit when there are <br />previously or concurrently issued permits for <br />improvements which would eliminate any noncom- <br />pliance with the above mentioned ordinances. <br />All such necessary improvements shall be constructed <br />concurrently with the work being done on the <br />structure for which the building permit is issued. <br /> <br />"Section 9.43 <br /> <br />Section 308 is hereby added to Chapter 3 <br /> <br />of the Building Code to read as follows: <br /> <br />IISection 308 (a) No building permit or certi- <br />ficate of occupancy shall be issued by the <br />Building Official if the structure to be con- <br />structed or the portion to be remodeled lies <br />within or fails to have the necessary setback <br />distance from any area reserved for the construction, <br />widening or extension of the City street system <br />'pursuant to action taken by the Council of the City. <br /> <br />U(b) No building permit or certificate of occupancy <br />shall be issued by the Building Official if the <br />structure to be constructed or the portion to be <br />remodeled lies within any recorded property <br />interest held for public purposes or public <br />utility purposes. <br /> <br />"Section 9.44 <br /> <br />Section 2806.1 is hereby added to the <br /> <br />Building Code to read as follows: <br /> <br />USection 2806.1 Reinforcing in foundation: a <br />minimum of two (2), one-half inch (1/2") steel <br />reinforcing rods shall be provided in the con- <br />tinuous foundations of all Group 'H' and 'I' <br />occupancy buildings. <br /> <br />"section 9.45 <br /> <br />Section 3104 is hereby added to <br /> <br />Chapter 31 of the Building Code to read as follows: <br /> <br />"Section 3104 Concrete Floors: This section <br />shall apply to habitable rooms of Group'H' and <br />II' occupancies only. <br /> <br />"I. Concrete slab floors shall have a minimum <br />thickness of three and one-half inches (3-1/2") <br />and shall be reinforced with six inch by six inch <br />by ten gauge (6" x 6" x 10 ga.) wire mesh. <br /> <br />"2. A \A,ater proof membrane approved by the Building <br />Official shall be installed between the concrete <br />slab floor and earth below and must extend beyond <br />the exterior wall limits of the building. <br /> <br />"3.
