shall be within Fire Zone No. 3 until included by ordinance within Fire Zones No.1 and No. "2. " Se ct ion 9. 19 The following rules shall apply in determining the location of zone boundaries on the Fire Zone Map: II (a) Where a boundary is indicated as approximately following a street, waterway or other type of right of way, the centerline of such right of way shall be the boundary. "(b) Where a boundary is indicated as approximately follovling a lot or property line, such lot or property line shall be the boundary. "section 9.20 Notwithstanding the provisions of this chapter or any other ordinance of the City to the contrary, the Council shall have discretion to allow and permit the enlargement, alteration or repair of any frame or wooden building now in use and situated in any fire zone of the City, if in the judgment of the Council such enlargement, alteration or repair will not create additional fire hazards. "Any person desiring to make enlargements, alterations or repairs to any frame or wooden building now situated in the fire zones of the City shall make written application to the Council, together with plans showing the work desired to be done. The Council may, if it desires, set the applica- tion for hearing and require notice to be given of such hearing either by posting or publication as the Council desires; provided, however, that this provision of giving not ice is not mandatory." SECTION 8. Articles V through VIII are hereby added to Chapter 9 of the Code of the City of Redwood City to read as follows: "ARTICLE V. BUILDING CODES.
