<br />grantee may sell such converters to the sub- <br />scriber at a maximum cost of $30 each or may <br />make a monthly service charge of $1. 00 for use <br />of such converter. <br /> <br />(4) <br /> <br />Honthl~l;vice charge: The maximum basic <br />:service charge that may be imposed upon a <br />subscriber shall be $4.75. <br /> <br />, , <br /> <br />In addition, for each outlet installed for any <br />subscriber after the initial outlet, a monthly <br />service charge may be imposed in the amount of <br />$1. 00. <br /> <br />SECTION 8. RATE ADJUSTMENTS. Within five (5) years after <br /> <br />the operative date of this franchise, and at regular five year <br /> <br />inter'Tals thereaft er, the City Hanager of the City of Redwood <br /> <br />city shall cause a rate study to be made of the grantee's opera- <br /> <br />tion. The rate study shall be conducted in substantially the <br /> <br />same manner as those made by the California Public Utilities <br /> <br />Commission for telephone utilities and substantially the same <br /> <br />criteria shall be employed in establishing the rate base, deprecia- <br /> <br />tion schedules and for determining a reasonable rate of return to <br /> <br />the grantee. The City may, by resolution, adopt a detailed pro- <br /> <br />cedure for such study or may adopt provisions of the Public <br /> <br />Utilities Code and orders promulgated by the Public Utilities <br /> <br />Commission. The City may, at its option, contract with the <br /> <br />C~~ifornia Public Utilities Commission to cause such rate study <br /> <br />to be made. The grantee shall pay to the City the reasonable <br /> <br />cost of making the study. <br /> <br />On completion of the rate study the City Hanager shall re- <br /> <br />....., <br /> <br />port to the Council his findings and determinations concerning <br /> <br />the setting of rates and may include his recommendations concerning <br /> <br />" <br />appropriate amendments to this franchise for the regulation of <br /> <br />the service being rendered by the grantee. Thereafter the Council <br /> <br />shall, by amendment of this ordinance, adjust the schedule of <br /> <br />rates and charges to be made by the grantee so as to secure to <br /> <br />the grantee a reasonable rate of return. <br /> <br />- 5 - <br /> <br />',' <br />
