Mayor Pierce referenced a note sent by Peggy Brugmann stating her support for <br />the staff recommendation of three lanes with bike lanes. She stated that it is a <br />terrific opportunity to increase the north -south corridor for bikes, increase safety <br />for cars, and be a next step in extending the lanes onto Winslow and into the <br />Downtown. <br />Council Members thanked staff and Mayor Pierce for the leadership and urged <br />someone to apply for the vacancy on the C /CAG bicycle and pedestrian <br />committee. <br />Recommendation: <br />M/S Ira /Howard to approve a revised land striping plan that includes bicycle lanes <br />on Industrial Way between Whipple Avenue and the north City limit/San Carlos <br />border. The revised striping plan will be incorporated as part of the 2005 -2006 <br />Street Overlay Program. The motion passed by a unanimous voice vote by <br />those present with Council Member Hartnett absent. (701) <br />MINUTE ORDER 06 -205 <br />8. COMMITTEE REPORTS <br />A. Police Activities League (PAL) Loan Repayment Plan <br />Vice Mayor Foust, PAL ad hoc subcommittee Member explained the background <br />on the repayment plan and the reasoning behind the recommended repayment <br />plan. <br />Council Members commended the ad hoc committee for the recommended plan. <br />Public Comment: <br />Alpio Barbara, President of the PAL Board, thanked Council for support of PAL. <br />Recommendation: <br />M/S Bain /Howard to authorize the restructure of the payback of the City's loan of <br />$750,000 to PAL; Mayor to appoint an ad hoc committee to meet biannually with <br />the PAL Board of Directors to review PAL's annual budget and summary of <br />programs; and explore a collaboration between the City's Finance Department <br />and PAL to assist with the development of PAL's financial reports. The motion <br />passed by a unanimous voice vote by those present with Council Member <br />Hartnett absent.
