Council Members thanked the Commission and staff for the effort, request for <br />more specificity around sustainability, efforts toward attracting alternative energy <br />companies was stated, take the guiding principles from the General Plan and plug <br />them into the element (601) <br />Recommendation: <br />M/S Foust/Ira to: <br />1. Refer the Element back to the Planning Commission for continued refinement. <br />The motion passed by a unanimous voice present by those present with <br />Council Member Hartnett absent. <br />Council Members discussion included agreement to change to a 5 -Year <br />implementation plan with more specifics in the recommendations requested; <br />during the Council priority setting session in January or possibly at mid -year, <br />discussion to occur on having economic development be a stand alone entity <br />within the City; the need for an educated workforce was expressed; being more <br />proactive in attracting more businesses and diversity of housing was stated. <br />M/S Ira /Foust to: <br />2. Conceptually approve the proposed objectives and strategies contained in the <br />5 -Year Economic Development Implementation Plan. The motion passed by <br />a unanimous voice vote by those present with Council Member Hartnett <br />absent. <br />Larry Buckmaster, Chamber of Commerce, stated that it has been a great process <br />and stated that the Board will devote a significant amount of time building on its <br />strategies to bring back to the City. <br />C. Response to Grand Jury Reports <br />Mayor Pierce stated that the packet contained three letters of response to Grand <br />Jury Reports, asking for concurrence on sending out the letters. <br />Council Member Bain asked that minor revisions be made to the letter on Page 3 <br />of item 9.0 to reflect in the last paragraph that the City Council has already taken <br />a leadership role and is actively working with all neighborhoods to develop a <br />neighborhood specific plan. <br />M/S Howard /Ira to accept the letters with the recommended revision. The motion <br />passed by a unanimous voice vote by those present with Council Member <br />Hartnett absent.
