<br />on weekends, to increase the fees for non-residents and shorten the time frame <br />in which reservations are possible. <br /> <br />She indicated that there had been no change to the rule forbidding jumpers and <br />portable barbeques at Stafford, that to her knowledge no one from the public had <br />advocated jumpers or additional barbeques be allowed and that the Commission <br />is considering allowing them without specifically designating a specific site for <br />their use. <br /> <br />Mrs. Travers then commented that picnic reservation fees were only <br />implemented after several years of residents suggestions; that these fees should <br />be higher for non-residents; and that Downtown business did not benefit from <br />park users and that urging from the community, and that the Commission need s <br />to develop a means to enforce the rules and regulations particularly on the <br />weekends. <br /> <br />There being no other speakers, Vice Chairperson White asked Superintendent <br />Hover to review next steps for the Commission. <br /> <br />Superintendent Hover stated that the Commission had directed staff to return <br />with actual ordinance language reflecting the changes that had been agreed to at <br />the September meeting and that copies of the revised ordinance had been <br />presented to the Commission with changes highlighted. In addition to those <br />revisions, the Commission had also asked for clarification on several issues. He <br />then reported that the Assistant City Attorney did not recommend restricting <br />picnic reservations to residents only; that the skate park would not currently fall <br />under the State law prohibiting smoking within 20 feet; that the current fee <br />structure is two tiered with a higher fee charged to non-residents, and lastly he <br />commented on the addition of personal equipment to the required permit for <br />amplified sound. <br /> <br />Director Centeno commented that in order to respond to the large numbers of <br />people wishing to use Stafford Park that specific rules were developed for that <br />park. The current proposal would change those rules with respect to BBQ's and <br />jumpers by allowing them in designated areas with a permit. The permit process <br />(handled by the picnic reservation system) required for 25 people and larger <br />group would remain in place. In the big picture in order to better manage, a <br />process which encourages users to call the Department and understand the rules <br />for use of the park. <br /> <br />The Commission discussed various aspects of the proposed ordinance making <br />the following suggestions for changes: <br /> <br />1.
