Rationale and Facts Supporting Findings. <br /> <br />Improvements <br /> <br />would <br /> <br />probably <br /> <br />have <br /> <br />beneficial <br /> <br />effects on local CO levels but considering Redwood <br /> <br />Ci ty' s already high CO background it is doubtful <br /> <br />that measures adopted locally could completely <br /> <br />eliminate <br /> <br />the <br /> <br />possibility <br /> <br />of <br /> <br />co <br /> <br />standard <br /> <br />violations <br /> <br />in <br /> <br />the <br /> <br />foreseeable <br /> <br />future. <br /> <br />Nevertheless, the outlined mitigation measures <br /> <br />will help to minimize the increasing problem of <br /> <br />emissions. <br /> <br />d.
