The Planning

Director and the Housing and Redevelopment

Director shall ensure that mitigation

responsibili ty is included in each contract. With respect to toxins,

there would 'be no specific environmental impact

from the operation of the proposed project as

such. Because of the existence of toxins now on

the site, however, there would be temporary

impacts during construction, but the potential

threat to human health and the environment are

minimal. There could be a long-term impact on

nearby surface water bodies, not from the proposed

project but from existing contaminated soil and

ground water.

b. Findings. Because the exposure to toxins would

corne from contaminants already existing on the

site, the proposed remediation measures would

resul t in making the site more environmentally

safe after construction and with the proposed

project, than without the project.

c. Rationale and Facts Supporting Findings. The site

of the proposed proj ect already has been

extensively tested for toxins and will be further

13

11265
