The Planning <br /> <br /> <br />Director and the Housing and Redevelopment <br /> <br /> <br />Director shall ensure that mitigation <br /> <br />responsibili ty is included in each contract. It <br /> <br /> <br />shall be the policy of the City to require <br /> <br />compliance with these contractural provisions. <br /> <br />9. TOXINS. <br /> <br /> <br />a. Significant Effects. With respect to toxins, <br /> <br /> <br />there would 'be no specific environmental impact <br /> <br /> <br />from the operation of the proposed project as <br /> <br />such. Because of the existence of toxins now on <br /> <br /> <br />the site, however, there would be temporary <br /> <br />impacts during construction, but the potential <br /> <br />threat to human health and the environment are <br /> <br /> <br />minimal. There could be a long-term impact on <br /> <br /> <br />nearby surface water bodies, not from the proposed <br /> <br /> <br />project but from existing contaminated soil and <br /> <br /> <br />ground water. <br /> <br />b. Findings. Because the exposure to toxins would <br /> <br /> <br />corne from contaminants already existing on the <br /> <br />site, the proposed remediation measures would <br /> <br />resul t in making the site more environmentally <br /> <br />safe after construction and with the proposed <br /> <br /> <br />project, than without the project. <br /> <br />c. Rationale and Facts Supporting Findings. The site <br /> <br /> <br />of the proposed proj ect already has been <br /> <br />extensively tested for toxins and will be further <br /> <br />13 <br /> <br />11265 <br />
