Solid Waste Disposal. <br /> <br />l. Significant Effects: There are no solid waste <br /> <br />generating uses proposed at this time. Although the <br /> <br />infrastructure improvements anticipated by the Second <br /> <br />Amendment will not generate solid waste, a buildout <br /> <br />of the General Plan will undoubtedly do so. <br /> <br />2. Findings. The City recently has implemented a <br />voluntary curbside recycling program with BFI serving <br /> <br />single family residences. At such time as the City <br /> <br />Council shall determine that this voluntary program <br /> <br />is not effective, <br /> <br />the Council should consider <br /> <br />changing <br /> <br />the <br /> <br />program <br /> <br />to <br /> <br />one <br /> <br />of <br /> <br />mandatory <br /> <br />participation. <br /> <br />Such mitigation measures <br /> <br />should <br /> <br />reduce the solid waste impact to a less than <br /> <br />significant level. With respect to the construction <br /> <br />of a regional waste disposal site such construction <br /> <br />requires a regional solution that is beyond the <br /> <br />jurisdiction of Redwood City. <br /> <br />3. Mitigation Monitoring Responsibility. <br /> <br />Responsibility for Mitigation Monitoring shall be <br /> <br />with the City Planning Commission and the City <br /> <br />Council. <br /> <br />4. Rationale and Facts Supporting Findings. Any <br /> <br />use of land in the Amendment Area will increase solid <br /> <br />waste over its present level.
