Rationale and Facts Supporting Findings. <br /> <br />Residential neighborhoods are located throughout the <br /> <br />Amendment Area and are near the locations where <br /> <br />infrastructure <br /> <br />improvements <br /> <br />are <br /> <br />anticipated <br /> <br />and <br /> <br />potential private development may occur. <br /> <br />4.
