Peer Review of Precise Plan <br /> <br />MHA will conduct a peer review of the applicant developed Precise Plan, to include: <br /> <br />· Distribution of the applicant's Precise Plan to the City's Plan Review Committee (PRC) <br />and coordination of staff comments <br /> <br />· Identification of key project issues and working with appropriate staff and/or the <br />applicant to address Precise Plan issues <br /> <br />· Coordination with consultants retained by the City to support Precise Plan review, such <br />as traffic and geotechnical consultants <br /> <br />· Preparation of memoranda to document key issues and discussions <br /> <br />Task 5. Coordination of EIR Consultant Recruitment, Selection, and Overall EIR <br />Management <br /> <br />MHA will work with City staff to solicit, select, and contract with a consultant to prepare the <br />EIR anticipated to be required prior to City action on the proposed project. This will include: <br /> <br />· Preparation and distribution of a Request for Proposal <br /> <br />· Coordination of City staff for the review of received proposals, including a maximum of <br />two meetings for City staff evaluation of received proposals <br /> <br />· Coordination and scheduling of interviews with up to three consultants <br /> <br />· Preparation of contracts, staff reports, and other administrative steps necessary to <br />execute a contract between the City and selected consultant <br /> <br />· Coordination, scheduling, and guiding all meetings associated with the EIR process, <br />including one kick-off meeting with City staff and the contracted consultant, a maximum <br />of one public scoping meeting, a maximum of one public meeting for the purpose of <br />receiving comments on the Draft EIR, a maximum of two meetings before the Planning <br />Commission and City Council to review and certify the Final EIR (if separate from <br />review and approval of the proposed project), and a maximum of four meetings <br />between City staff and the consultant throughout the EIR's preparation, review, and <br />certification <br /> <br />Task 6. Preparation of Staff Reports <br />MHA will prepare staff reports regarding the project for meetings of the Architectural <br />Review Committee (ARC), Planning Commission, and City Council. A maximum of two <br />meetings with each body are assumed for budget purposes. <br />Task 7. Attend Public Hearings <br />MHA will attend and present the proposed project and all entitlement proposals and the <br />project EIR at meetings of the Architectural Review Committee, Planning Commission, and <br />City Council. A maximum of two meetings with each body are assumed for budget <br />purposes. <br /> <br />This proposal anticipates work over at least a six month period. Work would primarily occur off- <br />site, but MHA's Project Manager will be readily available to meet at City Hall or elsewhere as <br />needed during the course of the project. <br /> <br />Project Cost and Management <br /> <br />Work will be billed in quarter-hour increments at the rates outlined in the attached budget. All <br />hours worked will be accounted for in detail and invoiced to the City on a monthly basis.
