Proposal for Professional Services <br /> Redwood City Branch Library in Redwood Shores <br /> Page 3 of 14 <br /> September 13, 2002 <br /> <br />(The following scope items are included within this fee and service proposal) <br />Phase 1: Library Needs Assessment, Plan of Service and Building Program <br /> <br />Preliminary Data Assessment and Collection The ~nsnitant ~ ~iii ~0rk with Red~cl ~ity i.il0m~ staff to dev~i~p research and information needsl <br /> RC Library staff will gather the documentation for consultant team review. <br /> <br />Community Analysis <br /> Redwood City Library staff will prepare the following for Consultant Team review and incorporation into the <br /> Library Needs Assessment: <br /> o Research, analysis and documentation of governmental, educational, business, development, health and <br /> wellness, cultural, professional, religious, ethnic, cultural, family-oriented, youth-oriented, financial, senior, <br /> and disabled communities in the City of Newark. <br /> o Demographic analysis per Bond Act requirements, to include population characteristics, average California <br /> Academic Performance Index, poverty rate, per capita income, literacy rate, unemployment rate, population <br /> composition by age, population by occupation, median property value and population by educational level. <br /> <br /> Engage stakeholder and community through outreach to understand and envision furore library services, <br /> understand current usage (or absence thereof) and seek opportunities for alignment and synergy of library <br /> services to prioritized community needs. <br /> The Consultant Team will prepare for~ facilitate and document (8) two-hour focus group meetings with <br /> potential clients and users of the library to collaboratively develop projected needs and facility usage. <br /> The Consultant Team will prepare, administer and analyze outcome of (1) questionnaire, primarily online <br /> with hard copy available if preferred. <br /> The Consultant Team will prepare for, facilitate and document up to (8) key informant interviews. <br /> o The Consultant Team will prepare for, facilitate and document (2) three-hour Community Forums to assess <br /> community needs and priorities. <br />o Development of Library Service Indicators relative to community analysis and outreach. <br />The Consultant Team will prepare for, facilitate and document (3) two-hour staff workshops to discuss the input <br />from the community and explore re-inventing service models to respond to community needs. <br />o Development of Service Population per research and analysis. <br />o Development of Service Needs and Responses per outreach, research and analysis. <br /> <br />Space Needs Assessment <br />The consultant team will provide calculated space requirements and documented methodology, in both assignable <br />and factored non-assignable square footage, of the projected service needs to include: <br />o collections <br /> seats <br /> technology <br /> staff spaces <br /> meeting rooms <br /> special purpose areas <br /> other miscellaneous areas necessary to accommodate the needs established <br /> <br />Core Team Meeting 3: Review Draft Library Needs Assessment <br />The Consultant Team will prepare a Draft Library Needs Assessment and submit to the Core Team for review prior <br />to a Core Team Meeting. The draft will include: <br /> Needs Assessment Methodology <br /> Community Analysis <br /> Analysis of Community Characteristics <br /> Analysis of Library Service Needs <br />o Service Limitations of Existing Library Facilities <br /> <br /> EXHIBIT A <br /> <br /> <br />
