The City Clerk is hereby authorized and directed to <br /> <br />return to all unsuccessful bidders, and to the successful bidder <br /> <br />upon execution by it of the contract for the performance of said <br /> <br />work, all security guaranteeing execution of the contract upon <br /> <br />award. <br /> <br />5. In approving the Project, and awarding a contract for <br /> <br />construction thereof, this Council does hereby make the following <br /> <br />findings: <br /> <br />a) The potential noise impacts identified in the EIR <br /> <br />shall be mitigated by the use of noise resistant materials <br /> <br />in walls and windows. <br /> <br />b) The potential impacts caused by loss of trees as <br /> <br />identified in the EIR shall be mitigated by the addition of <br /> <br />formal landscaping on Marshall and Bradford Street. <br /> <br />c) The potential impacts on safety of those walking <br /> <br />to the Bradford Street Parking Lot at night shall be <br /> <br />mitigated by creating a lighted walkway with emergency <br /> <br />telephones alongside the Fire Station. Additionally, during <br /> <br />construction a covered, lighted walkway will be provided <br /> <br />from Marshall Street to the Bradford Street Parking Lot. <br /> <br />d) The potential impact caused by loss of parking <br /> <br />spaces shall be mitigated by providing that no more than <br /> <br />twenty (20) spaces in the Bradford Street Parking Lot be <br /> <br />used for the City, so that the remaining spaces will be <br /> <br />available for permit parking by the public. <br /> <br />e) Any of the aforementioned impacts which remain as <br /> <br />unavoidable effects on the environment are hereby found <br /> <br />3 <br />
