IREPORT <br /> To the City Council <br /> From the City Manager <br />November 4, 2002 <br /> <br />Subject <br />Agreement for Professional Services with James Brinkley, AIA, to Review Kaiser Permanente <br />Redwood City Master Plan Projections <br /> <br />Recommendation <br />Approve the agreement for not to exceed an amount of $20,000. <br /> <br />Background <br />Kaiser Permanente is seeking to expand and remodel its hospital campus on Veteran's Boulevard, <br />including the replacement of its current hospital. Staff is in the process of preparing an <br />Environmental Impact Report (EIR) to determine the environmental issues associated with the <br />project. <br /> <br />Kaiser has submitted data that indicates a total building increase from 330,800 sq. ft. to 959,301 sq. <br />ft. (a 190% increase) over the next 25 years. Despite this considerable size increase, Kaiser <br />estimates that they will add only 21 new employees (a 2% increase overall) and that their <br />membership will increase by 8,127 members with the opening of the new hospital (2009-2013) and <br />by another 13,263 members at campus build out in 2025.. <br /> <br />Kaiser understands that these numbers, particularly the small increase in employees, may seem <br />counter-intuitive and they have worked with City staff to find a way to confirm these numbers. The <br />proposed contract with Mr. Brinkley is the outcome of these discussions. <br /> <br />Mr. Brinkley was one of those firms identified as capable of performing this analysis. Kaiser and City <br />Staff reviewed the proposals. Mr. Bdnkleywas recommended because he was familiar with Kaiser's <br />operations and because he committed to the tight project timeline. <br /> <br />This study will take about three weeks :: complete and will not delay the Environmental Impact <br />Report. The EIR will be ready early next year, and should be before the Planning Commission in the <br />Spring, 2003. <br /> <br />Fiscal Impact <br />There will be no fiscal impact to the City.
