The policy states that "the City should promote the revitalization, <br /> upgrading, and beautification of the Downtown, other shopping centers, and existing strip <br /> commercial areas." As set forth in Section 1 above, if allowed to open for business, CosmoProf <br /> will contribute to the revitalization of downtown by attracting nearly 80% of its expected 500 <br /> per-day customer base fi.om nearby cities, and these cosmoProf customers will, in turn, <br /> patronize nearby downtown businesses. CosmoProf will also upgrade the Downtown area, as it <br /> is an established, successful, well-managed business which will serve as a model for other <br /> business in the area. <br /> <br /> The Plan's economic policies specifically provide that "the retail market potential can be <br /> improved by expanding the market area through the offering of specialty goods which have a <br /> drawing beyond the purely local area." As set forth above, CosmoProf offers specialty beauty <br /> products in a retail location, and approximately 80% of/ts customers will be drawn to the <br /> downtown area fi.om adjoining cities. Specifically, there are 789 licensed cosmetologists and 30 <br /> licensed salons in Redwood City. This means that a majority of the Redwood City <br /> cosmetologists work in other cities but could purchase their supplies at CosmoProf in Redwood <br /> City. There could be no means by which the economic policies of the Plan could be more <br /> squarely promoted than the presence of the CosmoProf location. <br /> <br /> Further, CosmoProfwill enhance the downtown economy. CosmoProfwill draw an <br /> average of 300-500 customers to the downtown area, six days per week, who will invariably <br /> patronize nearby downtown restaurants, shops and other businesses. CosmoProf will generate <br /> additional foot ~-affic that may not otherwise have reason to come to Redwood City's downtown <br /> before. Therefore, the economic policies of the Plan are served directly and indirectly if <br /> CosmoProf is allowed to open. <br /> <br /> 2. CosmoProfWill Contribute to the Revitalization of Downtown and <br /> the Goals of the,Downtown Area pl~, <br /> <br /> Innovations currently operates 79 stores under its CosmoProflg logo. These stores are <br /> dedicated primarily to retail sales of professional beauty products. All of these stores are in retail <br /> locations. The Redwood City store, if permitted, will have 300 to 500 active pedestrian <br /> customers, six days per week, who will generally shop in downtown Redwood City. Innovations <br /> has found that CosmoProf customers like to combine shopping at CosmoProf with eating and <br /> personal shoppLng in the area of the store. Many of these customers would not travel to <br /> downtown Redwood City absent CosmoProfs presence b~:ause 80% of: :e customers will be <br /> dra,~m from adjoining cities. <br /> <br /> <br />
