CosmoProfcreates an accessible and friendly <br /> environment that will invite cosmetologists not only from Redwood City, but ~lso from <br /> neighboring towns. Thirteen percent of CosmoProfs customer salons are located in Redwood <br /> City. Approximately 80% of the Redwood City store customers Will be drawn from adjoining <br /> cities. The cities ranging from Menlo Park to San Ma~eo constitute the Redwood City store's <br /> market. Consistent with a primary goal of the Downtown Area Plan and the CBR zoning District <br /> CosmoProf will generate additional foot traffic that may not otherwise have reason to come to <br /> Redwood City's downtown before. <br /> <br /> Goal (E): "Create an economically viable downtown." <br /> Cosmo?rof will atWact a steady pedestrian customer base that will bring economic <br /> stability and prosperity to downtown. The prototype CosmoProfcustomer is overwhelmingly <br /> female, fashion-oriented, and often has a second source of income. CosmoProf cnstomers like to <br /> shop. Cosmo?rofbr/ngs long-term stability tb Redwooa City's downtown, something that th/s <br /> stretch of Broadway needs. <br /> <br /> Redwood City cannot impose any resthctions, guidelines or policies contained in the <br /> Downtown Area Plan against CosmoProf. However, the plan's vision is for downtown to <br /> become "a vibrant, vital, and attractive place for people to live, work, shop, and enjoy civic and <br /> cultural life within a setting that respects and capitalizes on the'unique and historic character." <br /> CosmoProfhelps make this vision a reality and specifically con~'ibutes toward meeting each of <br /> the goals of the plan. <br /> <br /> 3. ,CosmoProfis a Retail Use <br /> <br /> CosmoProf's operation meets the del'tuition of "Retail Use" in the Redwood City <br /> Municipal Code. A Retail Use is "Any establishment for the sale directly to the consumer, of <br /> any article, substance, or commodity.... ,' Redwood City Zoning Ord. ~ 2.17. CosmoProfsells <br /> coramodities directly to consumers. It sells professional beauty products directly.to the <br /> professional cosmetologists and salon operators who are the end-users of CosmoProf's products. <br /> <br /> CosmoProfs customers are no less part of the general public than licensed contractors <br /> purchasing tools from a downtown hardware store.
