9A

Public Works Services (PWS) has the expertise and network resources to lead this Page 2
endeavor. PWS Staff will need cooperation from Community Development Services, Parks
Recreation and Community Services, and Police and Fire where the other departments
interact with the implementation of the Urban Forestry Program. The first steps would be
to work with the Urban Forestry Board and identify the short term goals and objectives to
address.

10. Create a Master Tree List

Redwood City Municipal Code Section 29.66 Master Tree List (Attachment 2) provides for
creating this list. The proposed list (Attachment 3) contains the street tree species currently
designated by City staff, including the islands along El Camino Real and Woodside Road.
The list is designed to be expanded as other tree species that are found to perform well as
street trees will be added.

The other action needed to implement this recommendation is to introduce an ordinance
deleting in its entirety Section 29.69, Planting of Certain Trees Prohibited, from the
Redwood City Municipal Code (Attachment 4).

11. Plant all existing vacant tree sites giving the residents a choice from a Master Tree List

Staff can accomplish this action once Council adopts a Master Tree List (previous
recommendation). Staff is collaborating with CityTrees to continue tree planting events to
place trees in all vacant sites. Staff will continue to designate a tree for each block to
monitor species diversity. Property owners that do not want the designated tree will be
able to select an alternate tree from the appropriate category on the Master Tree List.

12. Establish a Tree Advisory Committee

Staff has discussed the formation and function of an appointed community committee
supporting staff in the development and operation of the urban forestry program. A pilot
appointment with an 18-month period would allow for evaluation and review. If the
committee is meeting the goals and objectives of Council, the pilot group could become a
regular appointed body. Attachment 1 lists proposed roles and composition. Staff can
assist the Council to develop a process to select this group.

17. Establish a list of "work verified" tree companies

Staff has recommended seven important criteria for tree companies to meet this
recommendation. Attachment 5 contains the proposed format and criteria for how this list
would be established and maintained.

19. Expand the sidewalk cost share program

Staff can meet this recommendation within the existing budget and scope of the annual
cost shared sidewalk repair project. This recommendation was focused on improving the
flow of run-off in the curb and gutter. The cost shared project already offers repairs to
damaged curb and gutter where ponding or other flow issues may be present. Staff will
increase the promotion of the cost shared option for curb and gutter repair to address
drainage situations. Staff can implement this recommendation without any necessary
council action.

Gm/word/council reportslTask Force Next Steps
