Vice Mayor Foust and Council Member Hartnett returned to the Council dais. <br />7. PUBLIC HEARING <br />A. The proposed use of 2006 Citizens Option for Public Safety (COPS) funds of <br />$148,093 by the Redwood City Police Department. <br />Administrative Sergeant Mulholland explained the program. <br />Council Member Howard asked about future funding expectations. <br />Mayor Pierce opened the public hearing. There was no public comment. <br />M/S Howard /Ira to close the public hearing. The motion passed by a unanimous <br />voice vote by those present. <br />Recommendation: <br />M/S Hartnett/Ira to approve by motion, the Police Chief's recommendation to <br />dedicate $85,000 of the Citizens Option for Public Safety (COPS) funds to the <br />salaries and benefits of the new police officer positions approved by City Council <br />pursuant to the staffing study of 1997. The Police Chief recommends that the <br />remaining funds, $63,093, be dedicated to the acquisition of equipment and supplies <br />needed by the police department. (706) MINUTE ORDER 07 -019 <br />8. STAFF REPORTS <br />A. Informational Briefing on Downtown Precise Plan <br />CDS Director Ingram gave the briefing on the Downtown Precise Plan (PowerPoint <br />Presentation on file). <br />Council comments included that the Plan should be distributed to the property <br />owners in the said area with an executive summary and possibly a letter from the <br />Mayor suggesting they study the possible opportunities. The housing needs <br />demand that now and in the future we must look at density and building up as <br />exhibited at the State of the Valley 2007 and C /CAG's housing analysis. The Plan <br />has and must continue to have flexibility going forward. Questions ensued about <br />moderate density numbers vs. the current density numbers in relation to retail <br />because it was dropped. Have the historic buildings' property owners been briefed <br />on the added section because there are economic considerations to help them with <br />the redevelopment of the buildings and new potential uses. Clear pictures and <br />examples of the 3 and 4 story edges, and the potential skyline and views was <br />requested to provide a more graphic visual. The creek day lighting concept must be <br />directly related and explained as it pertains to this area.
