7A <br />Page 107 <br />recommending that the Planning Commission certify the Final Environmental impact <br />Report (FE1R) 2 and recommend approval of General Plan Amendments and the <br />Draft DPP with appropriate revisions to the City Council. <br />The Draft DPP is the City's planning too! that will help guide development in the <br />downtown over the next 10 - 15 years. The Draft DPP is considered a "form-based" <br />code. It focuses on development form, i.e. urban design and creating nice places, <br />instead of just regulating land uses. Unlike the current Zoning Ordinance, the <br />Precise Plan uses many graphics and charts to illustrate and regulate design. The <br />Plan will essentially replace the current zoning designations in the downtown area. <br />The Draft DPP is divided into three Books. Book I {Community Intent & Guiding <br />Principles) lays out the intended vision ofi the Plan, i.e. a vibrant and exciting <br />downtown. It describes the primary goals, the envisioned form that the future <br />downtown will take, and the strategy to achieve those intended results. Book II <br />(Development Regulations} discusses the technical rules and regulations necessary <br />to achieve that vision. Book III (City Actions} discusses major city projects (under <br />construction or planned) to further downtown revitalization, and actions the City will <br />need to take to implement the Plan. <br />The Draft DPP does not mandate any change to any existing structures or require <br />the City to purchase any existing property. The Plan comes into effect in the case of <br />new construction or significant modifications (proposing an addition of more than <br />10% to a building's area} to existing properties. <br />There have been four well-noticed and attended public meetings and hearings on <br />the Draft DPP and its accompanying Draft EIR since it was formally released. These <br />meetings, together with the public outreach process, are described in Attachment A. <br />DOWNTOWN PRECISE PLAN -ISSUES <br />A range of issues was raised during the public review process on both the Draft DPP <br />and EIR. Some of the general issues include: <br />^ Building heights in general, and when adjacent to historic structures <br />^ Historic resources <br />^ Public art <br />^ Parks, open space and the importance of Redwood Creek <br />• Downtown build-out capacity <br />^ Housing density, type, location, and affordability <br />^ Traffic and parking conditions (existing and future) in neighborhoods adjoining <br />Downtown <br />z The Final EIR consists of the original Draft EiR, a record of a!I written and oral comments made at <br />public hearings and received during the public comment period, a list of those commenting, <br />responses to those comments, and text revisions to the Draft EIR. <br />
