ENVIRONMENTAL CONSULTING, INC. <br />March 16, 2007 <br />Mr. Charles Jany;;and Mr. Sailesh Mehra <br />City of Redwood City <br />Planning 8~ Redevelopment Department <br />1017 Middlefield Road <br />Redwood City, California 94063 <br />RE: Contract Planning Services for the proposed Graniterock Use Permif for Installation of an <br />Asphalt Drum Plant and Shop/Asphalt Materials Test Lab Building Replacement Project and Initial <br />Study/Mitigated Negative Declaration <br />Dear Charles and Sailesh, <br />Thank you for inviting MHA Environmental Consulting, Inc. (MHA) to submit a proposal to provide <br />contract planning services to the City of Redwood City. The intent of the proposed service is to <br />assist the City with the overall management, review, and processing of the Graniterock Use <br />Permit for installation of an asphalt drum plant and shop/asphalt materials test lab building <br />replacement project and to prepare an Initial Study (IS) and Mitigated Negative Declaration (MND) <br />for the proposed project. All work would be performed under the direction of the Community <br />Development Services staff. <br />Planning Services and Schedule <br />Anticipated services include the following: <br />1) Meetings with the project proponent and City staff (maximum of 6 meetings anticipated <br />and budgeted, including the Plan Review Committee meeting(s)). <br />2) Review of pertinent support information, including project plans. <br />3) Preparation of an Administrative Draft Initial Study and Mitigated Negative Declaration, <br />including: <br />- A completed environmental checklist consistent with Appendix G of the <br />CEQA Guidelines, with responses addressing each of the environmental <br />parameters. <br />4) Preparation of a Draft Initial Study and Mitigated Negative Declaration, incorporating <br />staffs comments and revisions, and preparation of a Notice of Intent to Adopt a <br />Mitigated Negative Declaration, for review by the public and the Ciry's Planning <br />Commission and City Council. <br />5) Preparation of a Mitigation Monitoring Program to certify implementation of prescribed <br />mitigation measures. <br />6) Preparation of a Final Initial Study and Mitigated Negative Declaration, incorporating <br />revisions by the Ciry Planning Commission and City Council (responses to public <br />comments will only be prepared to the extent available in the budget for the Final <br />IS/MND). <br />7) Attendance and presentation at up to four meetings with the City Planning Commission <br />and City Council. <br />8) Other general staff support as may be requested. <br />4 West Fourth Avenue, Suite 303 San Mateo, California 94402 TEL 650-373-1200 FAX 650-373-1211 E-MAIL mailC~mha-inc.com www.mha-inc.com <br />
