Mr. Charles Jany and Mr. Sailesh Mehra <br />March 16, 2007 <br />Page 2 <br />This proposal anticipates work over a three to four month period, with delivery of an <br />Administrative Draft IS/MND not later than six weeks after authorization to begin work and receipt <br />of all background plans and materials. Work would primarily occur off-site, but MHA staff will be <br />readily available to meet at City Hall or elsewhere as needed during the course of the project. <br />Personnel, Project Costs, and Deliverables <br />Dain Anderson, MHA's Director of Environmental Services, will serve as Project Manager and will <br />provide quality control for the project. Jennifer Cutler, Environmental Planner, and Jill Sherwood, <br />Environmental Scientist will assist Mr. Anderson. Roger Luc, MHA's Document Manager, will <br />prepare graphics and will be responsible for document production. As project manager, Mr. <br />Anderson will be responsible for managing all tasks outlined in the scope of work, including <br />attendance at all meetings with Community Development Services staff. <br />George W. Nickelson, P.E. will assist MHA in the review and evaluation of the proposed project's <br />potential transportation and traffic impacts, based on a traffic analysis prepared by Korve <br />Engineering under the direction of the project applicant. This will include: <br />• Conduct of a field review of the project area <br />• Review of the Korve Engineering traffic analysis trip generation/distribution <br />assumptions <br />• Review of the traffic analysis' Level of Service (LOS) calculations for intersections <br />• Examination of the traffic analysis' roadway segment (truck loads) analyses <br />• Examination of the traffic analysis's cumulative analysis with regard to the methodology <br />and validity of projections <br />• Evaluation of the access/circulation of proposed project <br />Illingworth & Rodkin, Inc. will assist MHA in the review and evaluation of the proposed project's <br />potential air quality and noise impacts based on based on an air quality impact analysis prepared <br />under by Sierra Research and an environmental noise assessment prepared by Bollard <br />Acoustical Consultants, both under the direction of the project applicant. This will include: <br />• Conduct of peer reviews of the applicant provided air quality impact analysis and <br />environmental noise assessment <br />• Identification of deficiencies in the applicant provided air quality impact analysis and <br />environmental noise assessment <br />• Development of mitigation measures as necessary <br />Resumes for all personnel are available on request. No other personnel or subcontractors will be <br />used without the consent of the City of Redwood City. <br />Work will be billed in quarter-hour increments at rates outlined in the attached budget. All hours <br />worked will be accounted for in detail and invoiced to the City on a monthly basis. Direct expenses <br />incurred in the performance of this work, including but not limited to facsimiles, printing and <br />copying, etc., will be invoiced to the City with a 10% administrative mark-up. Project costs are <br />estimated at $37,421, as outlined in the attached budget. The budget includes the following <br />deliverable products: <br />• Five (5) bound copies of the Administrative Draft ISIMND, plus Microsoft Word and <br />PDF versions on a CD <br />• Twenty-Five (25) bound copies of the Draft IS/MND, plus Microsoft Word and PDF <br />versions on a CD <br />
