9A
Page 31
Staff atso provided an overhead of other commercial land uses that are permitted and
condi#inally permittecf under the current zoning designation for comparison purposes.
Ms. Radcliffe asked abou# the project that was approved at the site before and if there is any
idea how many car trips per day that generated.
Ms. Riordan replied that there was not a traffic study prepared since it did not cause a
significant traffic impact. A calculation was done and the previously approved project had 45%
more traffic than what this project would have.
Gerald Yates, Project Architect, stated that regarding the desiQn process, thera was a lot of
back and forth with community and staff. The original concept was changed by increasing the
rear yard setbacks an the sastern property line in order to enhance the privacy of the single-
family residences there. The Architectural Review Committee revised the design by changing
the lobby entrance on Waodside Raad. The urban design consultant who prepared the Precise
P+an suggested that the entry on Woodsid Road `re reviseci anci ife seiack e increased
including the widened sidewalk.
A couple of concerns are density and traffic. If a Precise Plan was not being done then there
would be the option of using state mandated density bonuses, by using indusionary housing.
Certain percentage of the units would have to be moderate or law income and through that
qrocess the density could be brought up to 35% greater than what it now allowed.
Randy Lamb, developer, said that extensive community outreach was done and traffic was the
main issue at the meeting. There were 100 letters of support received.
PUBLIC HEARING
Marco Lari, resident, petitions were given to the Planning Commission from the Hampton Oaks
Homewners Association. Mr. Lari read the letter written ta the board.
"As residents and board members of the Hampton Oaks Hame Owners Assaciation this
memorandum is being submitted as a means fo forrr►ally outline the concerns we have as a
community regarding proposed 885 Woodside Raad Condo project. Our community and
association consists of 120 residential homes. We recently received infarmation regarding the
planned Nicholson Lamb Venture proposed forty three unit condominium prject located at
Woodside Road and Horgan Avenue. The architectura! renderings of the praject, honestly, they
look appealing. However, it was with great alarm and concern that we write this let#er with
ra,a#c in tha giF pf thj rnjaCt rl#ive tthe prapOSed {oCatiol.
The proposed forty three unit condominium project will be located literally within 1Q0 feet of one
of the busiest residential intersections in Redwood City. Specifically, adjacent to the Woodside
Road location of the proposed project is the Gas Shop gas station, one of the busiest gas
stations in Redwood City. Additionaily, located 100 feet south of the gas station is the Auta
Pride Car Wash, which is one of the busiest car washes in San Mateo Couniy. More than 400-
504 cars a day use the services of the car wash and gas station. These businesses and their
current operation create overfiow traf#ic from Woodside Road onto Horgan Avenue and vice
versa. .
Fur#her exasperating the situation is that the car wash during its normal operation parks washed
customer cars on the north side, or opposite street side of the car wash on Norgan Avenue, for
those customers who have left the premises and returned at a later time ta pick up tYeir cars.
In esssnce, this becomes a temporary holding and parking area for completed cars. Also, as a
norma course of practice the employees driving to work at the car wash park their cars on
Page 4 of 12
