This memo is a resp4nse to these concerns and is intended ta clarify the situation <br /> for all interested parties. <br /> As stated in the Soils Report completed by Remediation Tesfing and Design (RTD) on August 4, <br /> 2006 (At#achment B to the Initial Study/Mitigated Negative Declaration (IS/MND)}, there was one <br /> spill on the project site in 1996, and one on the adjacent Gas & Shop site in 1995. <br /> Onsite Spill and Cleanup, 1996 <br /> In January, 1996, a 1,000-gallon underground storage tank {UST}was removed from the projec# <br /> si#e. As part of the UST's removal, the surrounding soils were tested for any contamination that <br /> could be attributable to leaks or spills from the UST. !n March, 1996, 80-tons af contaminated soil <br /> were removed, additional soii samples were taken and tested, and SEMCO/HK2 (preparer of the <br /> remediation activity report) conciuded that any remaining soi! contaminants were Trom the Gas & <br /> Shop. <br /> ACC Environmental Consultants (ACC) drilled six soil borings at locations surrounding the former <br /> UST in June 2000. AI1 soil samples from the borings were found to be below detection and/or <br /> regulatory exposure level lirnits far al! contaminants. ACC also collected grab-groundwater <br /> samples> which were found to contain significant ievels of MTBE, ranging from 15,000- to 31,000- <br /> ug/L. ACC concluded that the MTBE in the groundwater came from the Gas & Shop and <br /> racommended regulatory site closure for the project si#e. The site was closed by the San Mateo <br /> County Health Department (SMCHD) in July 2000. <br /> Gas & Shop Spitl and Cleanup, 1995 <br /> In 1994, SMCHD estimated that 1,000 gallons of gasoline leaked from the central U5T on the <br /> Gas & Shop site in a 24-hour period. During the 1995 replacement of one of the two USTs at the <br /> Gas & Shop the second UST was damaged resulting in a 1,600-4,000-gallon spill. Remediation <br /> inc{udeci the removal of 1,200 cubic yards of contaminated soi! excavated to a 23-foot depth. <br /> Since the new USTs were installed, muitipie phases of soil and groundwater investigations have <br /> been conducted by several consultants.
