B2). <br /> Trips generated by the revised project were assigned to the steet network based on the assignments used <br /> in the EIR (Figure 26, p. 78 of the DEIR), modified to reflect the charactcristics of the nvised project <br /> (specifically, the provision of pazldng on Block 1 and the addition of 100 net new pazldng spaces on <br /> Block 2). Figure Al, in the Appendix to this Addendum, illushates the trip assignmrnts at intersections <br /> adjacent to the project site for the revised project configuration that would provide 690 puldng spaces <br /> (590 on Block i and 100 on Block 2), respectively. <br /> In general, because the number of hips generated by the revised project would be lower than the number <br /> generated by the approved project diuing both the Friday PM peak period and Saturday aftemoons, inter- <br /> section levels of service are reasonably expected to be no worse with the revised project than with the <br /> approved project. Exceptions to this grneral conclusion could occur, however, where the trip distribution <br /> assignments were adjusted to reflect the change in parldng availability on Blocks 1 and 2. Therefore, the <br /> analysis of intersection operations focused on intersections in the immediate vicinity of the project site: <br /> 8 Broadway/Middlefield Road <br /> 9 Broadway/Jefferson Avenue <br /> 13 Middlefieid Road/Jefferson Avenue <br /> 14 Middlefield Road/Winslow Street <br /> Impacts of the revised project on levels of service at these intersections aze evaluated in Tables 3(base- <br /> line-plus-project conditions) and 4.{cumulative conditions). <br /> Baseline Tra�e Conditions <br /> The baseline condition is defined as the existing condition plus expected changes that aze not associated <br /> with the proposed project. In this analysis, the "expected ch2nges that are not associated with the pro- <br /> posed projecY' are traffic associated with the Fox Theater and 500 Arguello. Table 3 indicates that, in the <br /> baseline condition, all four intersections would operate at acc�,ptable levels of scrvice with any of the <br /> 15 <br />
