The <br /> resuitc indicate tl�at the left h�ra movement int9 the Block 2 paziang lot would opeisu at LOS A undet all <br /> three pazldng space alternatives� �mder both Friday eveniag and Satiaday aftemoon peak ho� conditions. <br /> During the Friday evening peak hour, the left t�un movemrnts out of the Blcek 2 pazldng lot are projected <br /> to operau at LOS C under all three parldng space altematives. <br /> During the Sanuday aftemoon peak hour, the left tum movements out of the Block 2 paridng lot are pro- <br /> jected to operate at LOS E with the 315-space altemative and LOS D with the 550-space and 690-space <br /> altematives. The LOS E operations will result in vehicle queues in the parldng lot. This impact is not <br /> considered significant. <br /> c. Traffic Impacts of Culvert Construction <br /> Conshvction of undergro�md parlang on Block 1 would requ've relacation of the cuivert that c�mentty <br /> crosses the block. The new route would extend in a straight line &om a point in the existing atignment of <br /> the culvert that lies within the inteisection of Winslow Stxt and Middle5eld Road, crossing Block 1 W a <br /> point on Jefferson Avenue neaz the driveway between the Post Office and City Hall. At that point, the <br /> culvert would either (1) tum north along Jefferson Avenue �to rejoin the existing alignment at a location <br /> near Jefferson and Broadway or (2) continue east underneath the driveway to join another existing culvert <br /> under the Main Street puldng lot. Both of these options will require temporary closise of some or all of <br /> the lanes on Jefferson Avenue. <br /> Closure of some traffic lanes/routes is anticipated in conjunc6on with project construction, and closure <br /> requirements reiated to relocaUOn of the culvert aze no different from other closutes, which were identi- <br /> fied as Impact B29 for the approved project. <br /> A traffic handling plan will be prepared to minimize the haffic impacts associated with the culvert con- <br /> struction. This plan would be included in the Construction Phasing and Managemrnt Plan required as <br /> mitigation for haffic delays resulting from construction activities (Mitigation Measure B29). <br /> d. Transit, Pedestrian, and Bicycle Impacts <br /> The impacts of the revised project on transit use and bicycle circularion would be similaz to those of the <br /> approved project. <br /> The major change to pedestrian haffic with the revised project would be the locarion of the driveway into <br /> the underground pazking in relation to the midblock crosswalk on Jefferson Avenue. The approved proj- <br /> ect was found to have an impact on pedesh-ian safety at this crosswalk (Impact B12). Therefore, impacts <br /> associated with the revised project are not new. The exact location of the driveway will be determined as <br /> the site plan is finaiized. Appropriate measures to ensure pedestrian safety should be incorporated to <br /> 4 The "parking space altematives" affect the number of spaces only on Block 1, where the numba of spaces would range <br /> from 215 to 590. These variations on Block I would affect parldng operations on Block 2 because the number of cats <br /> that would be parked on Block 2 is expected to vary with the varying availability of parking on Block L . <br /> 18 <br />
