First, the analysis <br /> was completed using the same set of assumptions that were used 'm the analysis of the approved project, <br /> with data inputs modified w nfle�t changes in the project description, increases in the public parking <br /> supply in the downtown area, and the amoimt of parldng to be provided by the revised project. T6is <br /> analysis, which is presented in the Appendix to this Addendum, responds W questions about what the <br /> impacu of the revised project on parking conditions in downtown Redwood City would have been if this <br /> revised project had been the subject of the original EIR. Because background pazlang dcmand was <br /> greater at that rime (2000) tban it is now, this approach also provides a conservatively high picture of <br /> potenrial fut�ue conditions with the project. <br /> Second, the pazldng analysis was repeated using updated information about both parldng supply and <br /> parldng demand. The updated pazking supply information includes the spaces that have been added <br /> onstreet or in the facilities included in the original inventory, as in the first analysis: In this second analy- <br /> sis, the available supply is assumed to include only spaces located (1) onstreet, (2) offsteet in Cityowned <br /> lots and garages (but not spaces in lots/garages owned by other public agencies), and (3) included in the <br /> revised project. The updated parldng demand information is based on new pazldng surveys, conducted in <br /> 2002, to reflect current conditions in downtown Redwood City. These surveys revealed lower parldng <br /> demand levels than were evident in the 2000 surveys. This analysis is presented below (and deffiiled <br /> fuRher in the Appendix to this Addendum). <br /> Updated Information for the Parking Analysis <br /> T7ie following assumptions (updated from the earlier EIR) apply to the parking analysis of the revised <br /> project presented below: <br /> • Estimates of parking supplies — that is, the number of spaces available — were updated based on a <br /> new survey of the pazldng study area (illustrated in Appendix Figure A2). The survey was con- <br /> ducted on three Fridays in April, 2002. The updated analysis includes only supplies available in <br /> City-owned pazking facilities plus onstreet spaces. The onstreet spaces number 1,240, and are <br /> assumed to be available at all times of project operarion. The number of existing spaces in City- <br /> owned lots totals 1,052, and includes: <br /> � 151 spaces in the Main Street lot (available at all times); <br /> � 204 spaces in Lot T South (on Block 2 of the projec� area; available at all times <br /> � 53 spaces in Lot T North (available at all times); <br /> 5 The numba of spaces in this lot would increase to 304 with the revi3ed project, which would add 100 spaces in this <br /> location. <br /> 19 <br />
