A culvert cutrenUy locaud on Blcek 1 of the project site will nxd to be relocated to <br /> accommodate the underground paridng. The new route would extend in a straight line from a point in the <br /> existing alignment of the culvert that lies within the inteisection of Winslow Shset and MiddleSeld Road, <br /> crossing Block 1 to a point on Jefferson Avenue neaz the driveway between the Post Office and City Hall. <br /> At that point, the cuivert would either (1) timi north along Jefferson Avenue to rejoin the existing align- <br /> ment at a location neaz Jefferson and Broadway or (2) continue east undemeath the driveway to join <br /> another existing culvert under the Main Street pazldng lot. <br /> Both of these oprions will require tcmporary closure of some or all of the ianes on Jeffeison Avenue. <br /> Closure of some traffic lanes/routes is anticipated in conjunction with project construction, and this <br /> impact is therefore no different from the impact of the approved projxt. A haffic handling plan will be <br /> prepazed to minimize the traffic impacts associated with the culvert conshuction. This plan would be <br /> included in the Constuction Phasing and Managetnent Plan required as mitigation for haffic delays � <br /> resulring from conshvction acriviries (Impact and Mirigarion Meas�ue B29). <br /> 3. TRANSIT, PEDESTRIAN, AND BICYCLE IMPACTS <br /> Transit Impacts <br /> Based on the assumptions (used in the EIR) that up to three percent of peak hour trips wil] be made on <br /> public transit, it is estimated that appro�mately 20 people will use SamTrans or Calhain to ttavel to and <br /> from the project site during the weekday PM peak hour. Tlvs level of use is within the range of hansit <br /> ridership anticipated for the approved project. T'hus no new transit impacts are expected to result. <br /> Pedestrian Impacts <br /> The major change to pedeshian haffic with the revised project in comparison to the approved project <br /> would be the location of the driveway into the underground pazlnng in relation to the midblock crosswalk <br /> on Jefferson Avenue. The approved project was found to have an impact on pedestrian safety at this <br /> crosswalk (Impact B 12). Therefore, this is not a new impact. The e�cact location of the driveway will be <br /> determined as the site plan is finalized. Appropriate measures to ensure pedeshian safety should be <br /> incorporated to minimize pedeshian impacts. Mitigation measures B12a and B12b (installing pedestian <br /> bulbouts and converting the crosswalk to a lighted crosswalk) will mitigate this impact. <br /> BiCVCI¢ TIIlpBCtS <br /> The bicycle circulation system is the same with the revised project as with the approved project. No new <br /> impacts or mitigation measures would arise as a result of the revised project. <br /> A9 <br />
