<br />an expenditure of funds under the jurisdiction of the Board of <br />Port Commissioners in excess of fi~e-~fto~~and-do~~a~~-~$57eeet <br />ten thousand dollars ($IO,OOO)shall be accomplished pursuant to <br />the provisions of Sections 67 and 68 hereof concerning solicitation <br />or public advertisement for bids. All powers and duties therein <br />conferred upon the City Council are, in relation to all matters <br />concerning the Port, hereby conferred and imposed upon the Board <br />of Port Commissioners, and all powers and duties therein conferred <br />upon the city Hanager are, in relation to all matters concerning <br />the Port, hereby conferred and imposed upon the Port Manager. <br />Plans and specifications must be on file in the office of the <br />Board, subject to public inspection, at the time of solicitation <br />of bids or publi~ation of notice inviting public bids. <br /> <br />"In the event of extraordinary fire, flood, storm, epidemic, <br />public disaster, or if necessary to accomplish emergency rehabili- <br />tation or repair of operative facilities to prevent loss of Port <br />revenue, the Board may, upon adoption of a resolution by four- <br />fifths (4j5ths) vote of its members, declare that the public <br />interest and necessity requires the immediate performance of <br />emergency public work or service. Upon adoption of such <br />resolution the Board may order such emergency expenditures as <br />are necessary to accomplish such work without public advertisement <br />or bid." <br /> <br />(2) Amend Section 67 to read as follows: <br /> <br />"SECTION 67. CONTRACTS: <br /> <br />"Any public work or improvement costing more than fi~e <br />~fto~sand-do~~a~s-~$57eeet ten thousand dollars ($10,000) shall be <br />executed by contract, except where a specific work or improvement <br />is authorized by the city Council based on detailed estimates <br />submitted by the department authorized to execute such work or <br />improvement directly. Every contract for any public work or <br />improvement which is estimated to cost more than fi~e-~fto~sand <br />do~~a~s-~$57eeet ten thousand dollars ($10,000) but less than <br />~en-~ftotl~and-do~~a~~-~$le7eeet twenty thousand dollars ($20,000) <br />shall be awarded to the lowest responsible bidder after solicitation <br />of bids without public advertisement. Every contract for any <br />public work or improvement which is estimated to cost ~en-~ftotl~and <br />do~~a~s-~$~e7eeet twenty thousand dollars ($20,000) or more shall <br />be awarded to the lowest responsible bidder after public advertise- <br />ment and competition as may be prescribed by ordinance. The city <br />council shall have the power to reject any and all bids, and solicit <br />or advertise again. All solicitations and advertisements as to <br />contracts shall contain a reservation of the foregoing right. <br />All contracts entered into by the city shall be signed by the <br />city manager and any other officer or officers of the city as <br />the council may by ordinance provide." <br /> <br />(b) Said Charter amendment proposal shall be submitted to the <br /> <br />electors of the City of Redwood City at the General Municipal Election <br /> <br />to be held in the City on April 13, 1982, in the form of a proposal <br /> <br />to amend said Charter by amending Sections 49(a) and 67 thereof. <br /> <br />On the ballots and on the voting machines to be used at said election, <br /> <br />in addition to all other matters required by law to be printed thereon, <br /> <br />-7- <br />
