<br />6.11 <br />Page 4 <br /> <br />8. Approval of detachment from the Town of Woodside and annexation to City <br /> <br />of Redwood City {Le., change of organization} by San Mateo County Local <br />Agency Formation Commission (LAFCo), <br />WHEREAS. City and District are public agencies that will each carry out or <br />approve portions of the project, and both may have a substantial daim to act as lead <br /> <br />agency under CEQA; and <br /> <br />WHEREAS, the District has determined that its action (approval of and funding <br /> <br />for the Project by the District Board of Trustees) will be the first action on the Project. <br /> <br />NOW, THEREFORE, the parties agree that the District will act as the CEQA <br /> <br />Lead Agency for the environmental review of the Project and will have all discretion to <br /> <br />fulfill the obligations of a CEOA Lead Agency with respect to the project. The City will <br /> <br />act as a Responsible Agency. In accordance with Title 14 California Code of <br /> <br />Regulations section 15051 (b), the City shall consider the District's CEOA <br /> <br />documentation prior to acting upon or approving the portions of the Project under the <br /> <br />City's jurisdiction. Thus, in carrying out its obligations under CEOA, the District will do <br /> <br />the following: <br />1. Provide opportunity to the City to review, and comment on if appropriate, the <br />scope of work for the CEOA consultant to be hired by the District. <br /> <br />2. Provide opportunity to the City to review, and comment on if appropriate, the <br /> <br />administrative draft CEOA document prior to its issuance for the public review <br /> <br />period . <br /> <br />3. Comply with the City's public noticing procedures for CEQA documents as set <br />forth in the California Public Resources Code and the City's Municipal Code. <br />4.
