. Modifications to the existing Highway 101 Bike Path pipeline to bring it into
conformance with the other recycled water pipelines. These modifications will include
converting manual air vents to combination air valves, installing new blowoffs,
converting existing fire hydrant connections to blowoffs, and other improvements. The
modifications will be incorporated into Bid Package 7.

. Preparation of record drawings for Bid Packages 1 to 5, and conversion of these drawings
to GIS files.

General Assumptions

The overall approach to this work builds upon the previous design for Bid Packages 1 to 5 and
subsequent scoping discussions between City staff and Kennedy/Jenks Consultants. The
underlying general assumptions used to prepare this proposal are summarized as follows.
Exceptions are noted in the following section of this exhibit. The work will be performed on a
time and materials basis - as requested - and not to exceed the compensation limit.

Limits of Scope

1. This proposal is for design and construction support for Bid Packages 6 through 9
pipelines and Highway 101 Bike Path pipeline improvements only, and limited
construction support for Bid Packages 1 to 5.

2. The design services will be performed over a 10-month period, with bidding support
services extending another 2 months for each bid package.

3. New easements or license agreements from Union Pacific Railroad, Caltrans, Department
ofFish and Game, and the Army Corp of Engineers will be obtained by Kennedy/Jenks
on behalf of the City. The City will pay all permit fees.

4. Kennedy/Jenks will provide easement descriptions and will assist the City with obtaining
easements from Westport, the San Mateo County Jail, Docktown, Peninsula Park,
Redwood Creek, and up to two other properties. It is understood that the City will be
responsible for negotiating the easements and filing the appropriate documents.

5. All other permits and easements will be obtained by the City.

6. Service laterals will be designed to the customer site and will include piping into new
meter boxes at the property line. Determination of the lateral size and location will be
provided under the customer site retrofit contract work and will be coordinated with this
Project. No improvements on customer sites are included in this Project.

Work Not Included

. Site specific traffic plans and studies will not be performed. The technical specifications
will incorporate the City's requirements, State ofCalifomia grant funding requirements,
and any CEQA requirements as performance standards for construction, and the

Agreement over $10K
KennedyJenks Rev-2 112603

12
