Mr. Thomas Passanisi
December 3, 2008
Page 3

Work Performed to Publish the IS/MND

The Impact Sciences' team has continued to move forward and has completed and
published the proposed IS/MND to date. The work efforts listed below were
performed to complete this task.

Task 1: Prepare Initial Study and Proposed Mitigated Negative Declaration

The Impact Sciences' team performed the tasks listed below to prepare the Initial
Study and proposed Mitigation Negative Declaration:

. Revised the Administrative Draft Initial Study to address new City and applicant
comments that have developed since the last draft submitted to the City. We
responded to comments provided by the City and applicant's team.

. To satisfy public comments raised. during the scoping hearing regarding the
general hydrology of Cordilleras Creek, we supplemented the drainage
discussion and water quality information with the applicant's hydrology analysis
to show project consistency with the Santa Clara County's General Permit C3
requirements and described why the project would not result in hydro-
modification and water quality impacts.

. Included a project-level discussion of global climate change in the Initial Study.
The Impact Sciences' project team framed this discussion using the Governor's
Office of Planning & Research (OPR) technical advisory and the Attorney
General's recommended mitigation measures to reduce greenhouse gas
emissions. We quantified the greenhouse gas emissions that would be generated
by the project to assist with this discussion. The intent in including this topic is to
acknowledge that global climate change is an environmental issue and to
demonstrate that the project would not significantly contribute to greenhouse gas
emissions.

. Prepared a screen check copy of the Proposed MND/IS to allow City staff to
verify that all revisions and changes to the Administrative Draft IS are addressed
prior to printing and distribution. We responded to comments provided by the
City and applicant's team.

. Prepared applicant letter to accept mitigation measures, subdivision
indemnification language, and submitted to the City. Revised in response to City
comments and resubmitted for final approval.

OFFICES THROUGHOUT CALIFORNIA
