An Architectural Permit for a final landscape planting and irrigation plan for <br />on-site landscaping shall be submitted to the Planning Division for review and <br />approval by the Zoning Administrator, with consultation by the City Arborist, <br />and the City Landscape Architect, prior to the issuance of the Building Permit <br />for the retail warehouse. The plans shall include upgraded trees sizes per the <br />City Arborist requirements associated with the Tree Removal Permit. The <br />plans shall include trees, shrubs, ground covers and vines. The landscape <br />plan shall conform to the City's Water Conservation Guidelines. Maintenance <br />and pruning'" plans shall encourage full natural growth of trees and shall <br />disallow topping in the future for size control. <br /> <br />37. The applicant shall coordinate with the adjacent property owner to the west to <br />provide landscape improvements either on the project site or on the adjacent <br />site to improve the appearance of the east side of the Orchard Supply <br />Hardware building which will become visible with the new location of the <br />Costco retail warehouse. The plans shall include trees shrubs and ground <br />cover. The provision of vine-covered trellises against the building wall is <br />highly encouraged but not required. Installation of this landscaping shall occur <br />within six months of issuance of any occupancy permit for the retail <br />warehouse. If this landscaping is not installed prior to warehouse occupancy, <br />the applicant shall post an assurance bond with the City. <br /> <br />38. Plans submitted for the off-site improvements shall include landscape and <br />irrigation plans for the new landscape planter strip along the property frontage <br />and the landscape median in Middlefield Road. These planting areas shall <br />include trees, shrubs, and ground covers. <br /> <br />39. Enhanced pavement in pedestrian oriented areas is encouraged and is <br />subject to review by Planning Services. <br /> <br />40. The applicant shall submit detailed plans for all fences and walls to the <br />Zoning Administrator for review and approval prior to installation. A new fence <br />along the rear of the site abutting the Joint Powers Board property is required. <br /> <br />41. For all proposed new lighting, a lighting plan shall be submitted to the <br />Planning Division for review and approval by the Zoning Administrator and <br />City Engineer prior to the issuance of a building permit. Said plan shall <br />include all specifications related to fixtures and a photometries study. The <br />photometries study shall confirm that the effects of all lighting shall be <br />confined within the boundaries of the project site and that any glare resulting <br />from lighting shall be shielded from adjacent properties. Light levels are also <br />subject to the Illuminating Engineering guidelines. The lighting system shall <br />be designed with two levels of lighting to allow for lower light security lighting <br />levels overnight when the retail warehouse is closed and higher levels in the <br />evening when the business is open. Light fixtures attached to the building and <br />walls, as well as freestanding low bollards, are encouraged. The maximum <br />pole height is 25 feet. <br /> <br />Page 11 of21 <br />
