<br />7A <br />Page 29 <br /> <br />Warehouse and Relocated Gas Station" Alternative studied in the <br />Environmental Impact Report. <br />. An Architectural Permit for the previously referenced retail warehouse <br />building with tire center, gas station, and associated site improvements. <br /> <br />The Findings and/or Conditions of Approval associated with each of these <br />discretionary actions and/or entitlements are provided below. <br /> <br />,f <br /> <br />Environmental Assessment: Environmental Impact Report and Mitigation <br />Monitoring Reporting Program <br /> <br />The Planning Commission Certified the Final Environmental Impact Report (EIR) <br />prepared for the Costco Wholesale project based on the following findings: <br />a. The Final EIR has been completed in compliance with CEQA. <br />b. The Final EIR has been presented to the decision-making body of <br />the lead agency, and the decision-making body has reviewed and <br />considered the information contained in the Final EIR prior to <br />approving the project. <br />c. The Final EIR reflects the lead agency's independent judgment and <br />analysis. <br />d. Changes or alterations have been required in, or incorporated into, <br />the project (Le., standard conditions and mitigation measures) <br />which avoid or substantially lessen the significant environmental <br />effects as identified in the Final EIR. <br />e. A Draft Mitigation Monitoring and Reporting Program has been <br />prepared for the project and will be incorporated in the Use Permit <br />conditions of approval to avoid or substantially lessen significant <br />environmental effects. <br /> <br />The Planning Commission also recommended that the Zoning Administrator <br />adopt the Mitigation Monitoring and Reporting Program for the project to avoid or <br />substantially lessen significant environmental effects. <br /> <br />Use Permit: Retail Warehouse and Tire Center <br /> <br />The Zoning Administrator adopted the Mitigation Monitoring Reporting Program <br />and approved a Use Permit for a 160,000 square foot retail warehouse with a tire <br />center on the Middlefield Road frontage with doors facing south east (toward Saf <br />Keep Storage) based on the site plan for the "Expanded Warehouse and <br />Relocated Gas Station" Alternative studied in the Environmental Impact Report, <br />pursuant to Article 17, section 4.F of the Zoning Ordinance. The approval is <br />based on the following Findings and subject to the Conditions of Approval: <br /> <br />Page 2 of 21 <br />
