The establishment, maintenance, and operation of the proposed new 160,000 <br />square foot retail warehouse use will not, under the circumstances of this <br />case, be detrimental to the public health, safety, peace, morals, comfort, or <br />general welfare of persons residing or working in the neighborhood. The <br />proposed development provides for adequate vehicular circulation through <br />the site and for sufficient on-site parking to avoid off-site impacts. Circulation <br />for delivery trucks has also been fully assessed and is more than adequate. <br />The comprehensive traffic study concludes that a new, larger retail <br />warehouse will not generate significantly higher vehicular trips than the <br />existing retail warehouse. With the improvements to Middlefield Road to be <br />provided by the applicant, the local transportation system will perform at least <br />as well as it does now. Street improvements include two additional <br />crosswalks and a striped shoulder on Middlefield Road, which will improve <br />pedestrian and bicycle safety. Excavation for the retail warehouse will be <br />preceded by additional asbestos testing to ensure that the site soils are <br />handled appropriately. The potential impacts to nearby businesses on <br />Middlefield Road have also been considered with respect to site access, <br />traffic, air quality, and positive commercial benefits. The proposed hours of <br />operation and delivery times are compatible with adjacent residential uses. <br />There will not be any significant nighttime activity and resultant noise <br />associated with this use. Conditions related to trash facilities and pick-up, as <br />well as store deliveries, will protect adjacent neighbors and site users from <br />objectionable odors. Conditions related to lighting and signage will ensure <br />that no new glare is introduced and that spillover lighting, which could disturb <br />neighboring residents, is not created. <br /> <br />The Environmental Impact Report determined that noise generated from the <br />tire center will not be louder than any significance thresholds. Furthermore, <br />the Zoning Administrator has required additional noise reduction measures to <br />further enhance the compatibility of this use in this location. The approved <br />location facilitates the operational requirements of the warehouse floor plan <br />and the site circulation requirements, especially with respect to pedestrian <br />routes and bus stop access because tire center customer cars can be <br />accommodated adjacent to the tire center in the approved location without <br />interfering with the main entrance activities, crosswalk, and bus stop. <br /> <br />. The establishment, maintenance, and operation of the proposed 160,000 <br />square foot retail warehouse use will not, under the circumstances of this <br />case, be detrimental or injurious to property or improvements in the <br />neighborhood. The project design and operations will be required to comply <br />with all current City Zoning, Building, and Fire regulations as well as <br />applicable County and State regulations. The traffic study demonstrates that <br />on-site vehicular circulation and parking will be sufficient to avoid impacts to <br />other properties.
