<br />7A <br />Page 31 <br /> <br />the appearance of the property and result in an upgraded streetscape <br />appearance. The new site plan and Willow Street entrance allows for a <br />relocated and upgraded bus stop which will be compatible with the site and <br />City right-of-way. If asbestos is found on site, the applicant will be required to <br />abide by appropriate measures for its removal, which will result in a cleaner <br />site. <br /> <br />. The establishment, maintenance, and operation of the proposed 160,000 <br />square foot fetail warehouse use will not, under the circumstances of this <br />case, be detrimental or injurious to the general welfare of the City. The use of <br />the site for a large retail warehouse is consistent with the orientation of the <br />site on a major roadway, is consistent with past use of the site, and is <br />compatible with existing adjacent large-scale retail uses. The traffic study <br />indicates that off-site impacts will be less than significant. The warehouse <br />architecture and landscaping will provide a significant upgrade to this area. <br />The applicant proposes to incorporate a number of "green building" practices <br />in the site construction and to arso reuse the existing warehouse for base <br />material for the site when it is demolished. The Costco Wholesale company is <br />working towards LEED certification for future warehouse designs and is <br />willing to and strongly encouraged to implement as many of those practices <br />with this project as possible. The improvements to Middlefield Road will <br />benefit the adjacent commercial and residential communities as well as the <br />City as whole in that Middlefield Road is an important north-south corridor. <br />The proposed use will be in conformance with the conditional permitted uses <br />allowed in the Industrial Restricted (lR) Zoning District. It is not anticipated <br />that the larger retail warehouse use will generate any potentially significant <br />demands on the City's services, such as the Police and/or Fire Departments. <br /> <br />Costco Wholesale is a nationally recognized entity known for providing <br />excellent values to its member customers. With its established customer base <br />in Redwood City and the immediately surrounding communities, the Redwood <br />City Costco has been a successful and popular business. Many local <br />Redwood City businesses depend on Costco Wholesale for lower cost <br />products to support their operations. Due to its age and outdated layout, the <br />Redwood City Costco is considered by the company to have been an under- <br />performing retail warehouse in recent years. The proposed new retail <br />warehouse will provide a superior site and building design and will fulfill <br />Costco's objectives to improve the store's performance by creating an <br />enhanced shopping environment. Thus, from a city-wide perspective, the <br />redevelopment of the Redwood City Costco with a new larger retail <br />warehouse in its existing and established location will serve the community as <br />well as support the City's tax base. The proposed redevelopment of this large <br />retail warehouse represents the appropriate optimization and intensification of <br />a commercial use through an infill approach while maintaining a limited <br />impact on the adjacent commercial and residential neighborhoods. <br /> <br />Page 4 of 21 <br />
