<br />7A <br />Page 36 <br /> <br />in on-site soils, Costco performed near-surface soil testing (underneath the <br />asphalt and baserock) within a portion of the site formerly occupied by the <br />John Manville Products Corporation. On-site testing evaluated soil boring <br />samples to determine whether asbestos particles are present in the soil. The <br />test results were negative. A complete discussion of the methodology and <br />findings are provided in Appendix C of the Final EIR document. No further <br />work will be required by BAAQMD to manage asbestos in the soils during <br />demolition, site grading and preparation unless the testing associated with the <br />mitigation m"easure described above detects the presence of asbestos in <br />other parts of the site. If asbestos is found, it would be disposed of consistent <br />with BAAQMD regulations. <br /> <br />22. MMRP Standard Condition 4.2-1: The proposed project shaff be reviewed for <br />compliance with the City's development standards and design guidelines to <br />prevent land use impacts. This Use Permit review fulfills compliance with this <br />condition. <br /> <br />23. MMRP Standard Condition 4.3-1: Implementation of the proposed project <br />shall be subject to site plan and design review for compliance with the City's <br />design guidelines and other appli9able development standards to ensure that <br />no aesthetically offensive structure or development is created on the site. <br />These include City standards for exterior lighting that avoids light spillover <br />and glare impacts. At the time of this Use Permit approval, the building <br />architecture and landscape planting plan have been considered by the <br />Architectural Review Committee and recommended for approval to the <br />Zoning Administrator as part of the fulfillment of this condition. Additional <br />review with respect to development standards will occur as part of the City's <br />consideration of construction documents. Conditions of approval related to <br />site lighting are included herein. <br /> <br />24. All signage is subject to approval of a Sign Permit for review by the <br />Architectural Review Committee and the Zoning Administrator. Some of the <br />building signage has already been reviewed by the Architectural Review <br />Committee; however, additional review is required. <br /> <br />25. The project shall conform to the City's Local Development Ordinance, the <br />City's Engineering Standards, and conditions from Engineering and <br />Construction Services. <br /> <br />26.MMRP Standard Condition 4.7-1: The project shall prepare and implement a <br />SWPPP to comply with the NPDES General Permit for Construction Activity <br />and the San Mateo County STOPPP program. <br /> <br />27.MMRP Standard Condition 4.7-2: The project shaff comply with the City's <br />NPDES Permit Compliance Checklist and the STOPPP program regarding <br /> <br />Page 9 of 21 <br />
