The Findings and recommendations set forth in Exhibit A, and incorporated
herein by reference, are made by this Counci! as the City's findings under the Ca{ifornia
Environmental Quality Act {"CEQA") {Pub. Resources Code § 21000 et se.) and he
CEQA Guidelines (Cal. Code Regs., title 14, §15000 et sea.) relating ta the Project.
The Findings provide the written anafysis and conclusions af the Council regarding the
Project's environmental imacts, mitigation measures and alternatives to the Praject,
which in this City Cauncil's view, justify approva! of the Sequoia Hospital Precise Plan
Project, despite its environrnental effects.
3, Significant Unavoidable Impacts.
With respect to the foregoing findings, as set forth in Exhibit A, and in recognition of
those facts which are included in the record, the City has determined that the Project
would cause the folfowing signif'rcant, unavoidable impacts, which are more specifica{ly
ident'rfied in Chapters 4 and 5 of the EIR:
Transportation: Project Impacts at two signalized intersections (Alameda de las
Pufgas/Edgewood Road and EI Camino Real/Whipple Avenue) and one
unsignalized intersection (I-280 Northbound Ramp/Edgewood Road) during on or
more of the peak hour periads.
Cumulative Transportation: Praject Contribution to Cumulative Impacts at two
signalized intersections (Alameda de las Pulgas/Edgewood Road and EI Camino
ReaUWhipple Avenue) and one unsigna4ized intersection (l-280 Northbound
1'r't"T1IECVVQct. Overridinq Considerations.
This Council specifically adopts this Statement of Overriding Considerations, finding that
this Project includes all feasible measures that would eiirninate or substantially lessen
fihe significant impacts of the Project on the environment, and that the remaining
sinificant, unavoidable impacts of the Praject are acceptable in light of the
environmental, economic, social and other considerations set forth herein because the
benefits of the Prajecfi ouiweigh the signcant and adverse impacts of the Pro}ect. This
Councii finds that each of the overriding considerations set forth belaw constitutes a
separate and independent ground for finding that the benefits of the Project outweigh its
significant adverse environmental impacts and sets farth an overriding consideration
warrating approva! of the Project.
Atty/Reso/Reso.173$ 2
a82207
