7A <br /> ATTACHMENT 1 Page 9 <br /> This Council has considered the FEIR, the public record of proceedings on the <br /> proposed Project and other written materials presented to the City as weil as oral and <br /> written testimany at all public hearings and meetings re4ated to the Project, and does <br /> hereby determine that implementation of the Project as specifically provi�ed in the <br /> Project documents would result in the substantial public benefits set forth below. <br /> This Council has weighed the bene�ts af the proposed Project against its ur�avoidable <br /> environmental risks and adverse environmental effects identified in the FEIR and hereby <br /> �etermines that those benefits, as outlined below, outweigh the risks and adverse <br /> enviranmental effects and, therefore, further determines that these risks and adverse <br /> ervironmen#al e�fects are acceptable. <br /> A. High-Quaiitv �vledica! Care Faciliiv and Compassionate Healinq Enviranment. <br /> The Project will enabie Seauoia to continue providing high q�aality, accessibfe <br /> health care to the local and reqional community. This care will occur in a state- <br /> of-the-art facilifiy created to accommodate advanced medical services and <br /> equipment which require more space than is possi6le in existing facilities. <br /> Inefficiencies and patient flow issues associated with the existing 54-year o(d <br /> facility will be eliminated to allow for an improved setting. Through phasing, the <br /> Project would ensure uninterrupted aperafion of services during construction. <br /> The archife�turaf design and the landscap2 ar�hitecture aim to creat2 �utdaor <br /> environments that pra�ide quiet, privacy and contact with #he healing properties <br /> of nature, including sun light, air and water e(ements to contribute to the healing <br /> af patients, their fami(ies and the medical community providing the care. <br /> B. Seismic Safetv. The Project wou(d replace the faci(ity in accordance wifh SB <br /> 1953 to create and provide inpatient and outpatient services in a seismically safe, <br /> medical facility to benefit the community. Wifihout the seismic safety <br /> improvements, the impatient faciiity would be required by law to close by 2013, <br /> which wouEd cause significant adverse impact to the community. <br /> C. Sustainable Design and Building Materials. The Praject will incorporate green <br /> building energy consei-ving materiafs and desigr� #hat wili reduce the use of <br /> nonrenewable energy resources. The Projec# proposes the use of recycled <br /> woocf, wall board, cardboard, metai a�id �iiastiC materials, a�on� w�th the <br /> implementation of water conservafian devices and practices. <br /> D. Preservation af Habitats and Natural Cammunities. The Project wiil employ <br /> specific tree preserva#ion and protection measures to preserve natural habitats. <br /> FurtYier, the Project wilf not adversely affect sersitive natura! commartities ar <br /> otherwise interFere with the movement of native resident or migratory wi{dlife. <br /> E. Community Benefi#s. The Prajecfi will provide a campus environment to be easily <br /> negotiated by pedestrians and vehicles, alike.
