7A <br /> ATTACHMEN7 1 P8g@ � � <br /> The potential enviranmental consequences of the proposed Sequoia Hospital Precise <br /> Plan have been analyzed in detai{ for three alternatives to the original project: (1} No <br /> Project/No Redevelopment Alternative; (2) Na Project/Redevelopment wi�h <br /> CammerciallOffice Uses Alternative; and (3j Keducea Sc�4e Hi��:rn�tiv�. The ��tential <br /> environmental consequences of these three alternatives are described and evaluated in <br /> FE1R section 6 (Alternatives fio the Proposed Project}. <br /> Sec#ion 15.126.6(b) o# the CEQA Guide(ines states that, because the E!R must identify <br /> ways to mitigafe or avoid significant effects of the proposed project on the environmen#, <br /> "(T�he discussion of afternatives sha!! focus on alternatives to the project ar its location <br /> �,hich �re vapable Qf avoiding or substantialiy (����ning anv sianificant effects of the <br /> pro�ect, even if #hese alternatives would impede to same degree the attainment of the <br /> project objectives, or would be more costly." <br /> The �itv Gouncil certifies that it has independently reviewed and considered the <br /> information on aiternafives provi�ed in the FEIR and in the record. The FEIR reflects <br /> the City Council's independent judgment as to alternatives. The City Council finds that <br /> #he Project provides fhe best balance beiween the Project spansor's abjectives, the <br /> City's goals and abjectives, the project's benefits as described below in the Statement of <br /> Overriding Considerations, and mitigation of environmenfial impacts to the extent <br /> feasible. The alternatives proposed and evaluated in the FEIR are rejected for the <br /> reasons stated in the FEIR and far the following reasons. Each individual reason <br /> presented below canstitutes a separafie and independent basis ta reject the praject <br /> alternative as being infeasible, and, when the reasons are viewed collectively, pravide <br /> an overall basis for rejecfing the alternative as being infeasible. <br /> The CEQA Guidelines state that the "range of pofential alternatives to the proposed <br /> project sha(1 inclucie those that could feasibiy accomplish most of the basic purposes of <br /> the project and could avoid ar substantialfy lessen one of mare of the significant effects" <br /> of the Project. CEQA Guidefines § 1512�(dj(Zj. Thus, an evaivation af tt�e rr�jec� <br /> objectives is key to determining which alternatives should be assessed in the EfR. <br /> The project objectives of fhe project appiicanf, Sequoia Hospital (Cathoiic Healthcare <br /> West), and the City of Redwood City for th� Sequoia Hospital Precise Plan are set forth <br /> beiow. The project applicant has five primary praject objectives. They are: <br /> A. Provide inpatient and outpatient services in a seismically sound structure <br /> to comply fuliy with Senate Bill (SB) 1953, which requires seismic <br /> retrofitting of all haspitals by 2013. <br /> B. Eliminate space constraints, inefrrci�ncies a�d patient flow issues <br /> �ssociated +�rith the existing 54 year-old facifity. <br /> C.
