The CityPage 60 <br /> Council must find that the General Plan Amendment and Zoning Map <br /> Amendment to rezone the real property at Sequoia Hospital from PO <br /> {Professional Offce) and R-1 (Residen#ial) to P {Planned Community) District <br /> would be in the public interest in order to approve #he General Plan and Zoning <br /> Map Amendmen#s and adopt the associated Draft Precise Plan. <br /> e) Approve Planned Community (PC} Permit for the proposed hospitai expansion, <br /> new parking structure and si�e improvements subject to further design review/ <br /> input by the Archttectural Review Committee and final Planning Direc#or <br /> approval. <br /> Note: The above referenced documents and plan submittal were provide to the <br /> P(anning Commission prev�ot�sly under separate caver: Draft EIR, AmPndment, <br /> Fir�a� EIR, Drafi Precise Pian and PC pfan submittai). <br /> SACKGROUND <br /> The project review history for the redesigned Sequoia project has been extensive and is <br /> summarized beiow: <br /> • On January �2, 20�5, C�ty sta� ar�d the City's u��an design �ar�s�ltant met with <br /> owners and tenants of 2900, 2940 & 29�0 Whipple Avenue medical office buildings <br /> ta solicit early input into the Precise Plan to be prepared in response to Sequoia <br /> HospitaPs proposed project. Staff proposed that the acfjacent office bui(dings at <br /> 2900, 2940, and 2950 Whipple Avenue be included in the study area for the Precise <br /> Plan {as Area B) to coordinate with the Hospital's proposed deve(opment (Area A) <br /> plan. Refer to Draft Precise Plan, Figure 2 for project boundary map. <br /> • On February 10, 2005, the City held a Community Scoping Meeting to give the <br /> public an opportunity to provide early input and ask questians aboufi Sequoia's <br /> proposed project prior to preparation of the environmenta! impact report. <br /> • On February 17, 2005, tl�e Planning Commission and Architectural Review <br /> Committee (ARCj heid a Joint Study Session wnereby the City's Urban ��sign <br /> Consultant and Sequoia Hospital architect presented the outcome of a coflaborative, <br /> preliminary site p(anning and design effart between City and Sequoia Hospital's <br /> design team. <br /> The Pianning Commission and ��CC were asked io revie�,v an� provide earfy input an <br /> the proposed conceptual site plan and fo provide direction to staff and the City's <br /> consultants. The outcome of the Study Session resulted in significant ravisions to <br /> Sequoia's original project propasal. <br /> ■ ln early January 2006, Sequoia HospitaE gave authorization to reinitiate work on the <br /> Draft EIR and Precise Plan based on input provided at t}�e February 17, 2005 Joint <br /> St�!dy Session. <br /> ■ �n May 9, 2008, fhe Planning Commission and ARC held a Joint Study Session to <br /> review the revised concept site plan. <br /> ■ On December 12, 2006, the ARC reviewed and provided input on Sequoia Hospital's <br />
