1. Adopt a resolution to approve the FY19/20 Annual Action Plan (Action Plan) <br />and authorize the City Manager or designee to execute and file documents <br />related to the Action Plan for submittal to the U.S. Department of Housing and <br />Urban Development (HUD); <br />2. The motion passes 5-0 by electronic vote with <br />Councilmembers Borgens and Hale absent. <br />8.B. Amendments to City Code Chapter 33A relating to Temporary Street Closures <br />and Regulations for Courthouse Square; Authorization for the Chief of Police <br />to temporarily close City streets; update to Schedule of Fees for Courthouse <br />Square and other Special Events; and update to Courthouse Square <br />Administrative Guidelines (various) (1) MO 19-088, (2) RESO 15755, (3) RESO <br />15756, (4) RESO 15757, (5) MO 19-089, (6) MO 19-090 <br />City Manager Melissa Stevenson -Diaz introduced the item. Parks and <br />Recreation Director Chris Beth and Assistant Director Lucas Wilder made a <br />presentation. <br />Mayor Bain opened the Public Hearing. There were no public speakers. <br />Motion/second Aguirre/Howard to close the public hearing passes 5-0 by <br />voice vote with Councilmembers Borgens and Hale absent. <br />Recommendation: <br />1. Waive First Reading and Introduce an Ordinance amending City Code Chapter <br />33A, Article I (Temporary Street Closures) and Article III (Regulations for <br />Courthouse Square); <br />2. Adopt Resolution pursuant to California Vehicle Code section 21101(e) <br />authorizing the Chief of Police to temporarily close City streets; <br />3. Adopt a Resolution updating the Schedule of Fees related to events at <br />Courthouse Square and other Special Events; <br />4.
