other types of commercial and residential uses in the area. The new hotel <br />may serve to encourage further revitalization and redevelopment of <br />surrounding properties. <br />e. That adequate public and private facilities such as utilities, landscaping, <br />parking spaces and traffic circulation measures are or will be provided for <br />the proposed use. <br />The site is currently serviced with adequate public utilities and <br />infrastructure, and would also be dual plumbed for recycled water. <br />Additionally, the infrastructure would be improved, in that overhead utility <br />lines would be underground, and all four corners of Broadway and Beach <br />would be improved with bulb -outs for improved pedestrian safety and <br />access. The site and public right-of-way improvements would consist of <br />new landscaped areas with street trees, bicycle racks, and wide <br />pedestrian -friendly sidewalks. <br />On-site parking would consist of 94 parking spaces where 112 are <br />required. However, the applicant has submitted a Traffic Report and <br />Transportation Demand Management Plan (TDM) that provides methods to <br />further alleviate the parking deficiency. The hotel operator would provide <br />carpool and vanpool programs, subsidized transit passes, and financial <br />incentives for walking or bicycling to work to employees in order to comply <br />with the TDM Plan. <br />Section 5. Architectural Permit AP2018-082 (Section 45.4): The Planning <br />Commission finds: <br />a. The existence of sufficient variety in the design of the structure and grounds <br />to avoid monotony in the external appearance; <br />All sides of the building would have articulation and interest achieved with <br />use of different materials, neutral colors, and juxtaposition of trims and <br />accents. The project would avoid monotony in the fapade with undulation of <br />the walls, trim elements, punched out architectural window surrounds, <br />canopies, and changes in building material. The design of the structure <br />would have sufficient variety of design. <br />b. The size and design of the structure shall be considered for the purpose of <br />determining that the structure is in proportion to its building site and that it <br />has a balance and unity among its external features so as to present a <br />harmonious appearance; <br />The site is located in an area zoned as a high intensity commercial <br />corridor.
