Enhance the vibrancy of Redwood City as a mid -peninsula urban center by providing a <br />pedestrian -friendly community that includes housing and workplaces, public open space <br />and greenery, and neighborhood retail. <br />Activate frontages along public streets consistent with the City's Complete Streets concept, <br />resulting in enhanced connectivity between the project and surrounding neighborhoods. <br />Connect Redwood City's downtown with the "Stanford in Redwood City" office project at the <br />Mid -Point Technology Park, located approximately 1 mile east of the project site. <br />Broadway Plaza is located roughly midway between the 2 areas. <br />Create a prominent gateway development that incorporates quality architectural design and <br />materials, open space, and artwork to announce entry into Redwood City. <br />Create a mixed-use development that places residential and commercial uses in close proximity <br />to each other, and close to transit options. <br />Help the City to achieve its affordable housing goals through the inclusion of low-income units <br />within a residential and mixed-use development project. <br />Findings Relating to Alternatives <br />Based on the evaluation and analysis of Project alternatives set forth in Section 6 of the <br />DEIR (pgs. 6-1 through 6-34), and on the entire record of proceedings for the Project, the City <br />Council hereby makes the following findings: <br />Findings Relating to No Project Alternative. The No Project Alternative would avoid all of <br />the proposed Project's significant environmental impacts, but it would not achieve or promote any <br />of the Project objectives. (DEIR at 6-15, 6-33 (Table 6-6)) In addition, while the proposed Project <br />would contribute to the remediation of soil and groundwater on the site, the No Project Alternative <br />would not provide any such contribution, and existing contamination on portions of the site would <br />remain. (DEIR at 6-10 through 6-11) Because the No Project Alternative would not achieve or <br />promote any of the City's or the applicant's objectives for the Project, the City Council hereby <br />finds that the No Project Alternative is not feasible. <br />Findings Relating to Increased Residential Alternative. The Increased Residential <br />Alternative would avoid the proposed Project's significant and unavoidable traffic impacts at two <br />intersections and the U.S. 101 -Woodside Road off -ramp, but it would not avoid or substantially <br />lessen the Project's significant and unavoidable impacts at two other intersections and the segment <br />of U.S. 101 between Whipple Avenue and the San Mateo County Line. (DEIR at 6-21 to 6-22) <br />The Increased Residential Alternative also would not avoid the proposed Project's significant and <br />unavoidable noise impact. (DEIR at 6-20) The Increased Residential Alternative also would not <br />achieve or promote the City's and the applicant's objectives for the Project to the same degree as <br />the proposed Project. (DEIR at 6-23, 6-33 (Table 6-6)) Specifically, the Increased Residential <br />Alternative would not achieve the objectives of (i) providing employment opportunities and <br />neighborhood -serving retail uses in the area between City's downtown and the Mid -Point <br />Technology Park, and (ii) creating a mixed-use development that places residential and <br />commercial uses in close proximity to each other and to transit options.
