In addition, direct the City Manager to initiate, during Fiscal Year 2007-2008, an operational/organizational assessment of the IT needs, recommended structure and required staffing of an IT Division. This option provides necessary and ongoing IT services while an operational/organizational assessment is conducted concerning the City's IT needs; as well as, the opportunity to analyze the cost-effectiveness of continuing contracting out IT services versus establishing and managing the service in-house. Fiscal Impacts: The FY 2007-2008 Adopted Budget includes appropriations for IT services. A total of$65,000 is estimated be required to extend the existing agreement with Palo Alto from July I, 2007 through August 31, 2007 for the purpose of facilitating a transition of IT services and support. If authorized, a new agreement with Redwood City from September 1, 2007 through August 31, 2008. The amount for the 12 month agreement is expected to not exceed $253,800 for the services and rates discussed earlier in this report. Should Council decide to authorize preparation of an Information Services and Support organizational/operational assessment to be completed during FY 2007-2008, an RFP will need to be prepared and issued to identify and recommend interested experienced consultants who could perform the assessment and identify the costs associated with the work.
