H.2 Recovery Reporting and Documentation <br />Keeping accurate, complete records of recovery efforts is essential for reimbursement, and promotes <br />efficient use of limited resources and funds. The ROC Finance Section is responsible for maintaining <br />documentation for the post -disaster recovery process. Documentation is required for the following <br />disaster related activities: <br />• Staff overtime <br />• Emergency protective measures <br />• Mutual aid support from other jurisdictions <br />• Contracted emergency services and equipment <br />• Disaster debris removal <br />• Inspections, repairs and reconstruction of City facilities <br />Documentation goes beyond a description of the extent and nature of the damage to facilities. It should <br />also include detailed assessments of the overall community impacts. Key indicators are: <br />• Percent of housing stock affected <br />• Percent of community without essential services including fuel, groceries and prescription <br />medication access <br />• Status of public and private schools <br />• Businesses that have shut down or reduced operations <br />• Available funds for recovery financing <br />• Number of people in long term shelters <br />• Percent of population displaced <br />• Impacts on neighboring jurisdictions and the region <br />Monitoring these indicators provides City leaders with information essential to guide recovery planning <br />efforts, request resources and determine priorities. <br />H.3 Disaster Assistance Programs <br />There are numerous disaster assistance programs. They are administrated by federal, State and local <br />government, NGOs and private organizations. <br />Federal programs include: <br />• Stafford Act Programs — These are discussed in detail in Sections G.4 and G.5. <br />• Disaster Housing Assistance Program — This is a federal program administered by FEMA that <br />provides temporary housing to disaster victims during Presidentially declared disasters. <br />• Disaster Mortgage and Rental Assistance Program —This program provides grants for home related <br />mortgage or rent payments to disaster victims, who because of a disaster have lost their job or <br />business and face foreclosure or eviction from their homes. It is a federal program available under <br />a Presidentially declared disaster. <br />H-4 <br />
