nonprofit organizations, community-based groups, government agencies and for-profit <br />companies. <br />• Community Emergency Response Teams (CERT) — This program educates people about disaster <br />preparedness for hazards that may impact their area and trains them in basic disaster response <br />skills, such as fire safety, light search and rescue, team organization and disaster medical <br />operations. CERT members can assist others in their neighborhood or workplace following an <br />event when professional responders are not immediately available to help. CERT members also <br />are encouraged to support emergency response agencies by taking a more active role in <br />emergency preparedness projects in their community. <br />• The Salvation Army is a ministry with a mission to meet human needs without discrimination. <br />The Volunteer and Donations Management Unit is part of Logistics Section in the County EOC. It supports <br />and coordinates the efforts of trained volunteer groups and NGOs that provide critical services in a <br />disaster. <br />H.4 Stafford Act Programs <br />Stafford Act programs include individual and public assistance. These programs are available after a <br />Presidential disaster declaration. They are administered through joint State/federal organization located <br />in a Joint Field Office (JFO). The JFO is organized along ICS principles and follows NIMS/SEMS processes for <br />both response and recovery operations. Eligible applicants for Stafford Act assistance include the <br />following: <br />• Individuals <br />• State agencies <br />• Counties <br />• Cities <br />• Special districts <br />• Schools K-12 <br />• Colleges and institutions of higher education <br />• Private non-profit organizations organized under §S01(c)3 of the Internal Revenue Code <br />Individual Assistance <br />The Individuals and Households Program (IHP) provides financial help or direct services to those who have <br />necessary expenses and serious needs if they are unable to meet these needs through other means. <br />Program support includes: <br />Housing Assistance <br />Temporary Housing: Money to rent a different place to live or a temporary housing unit (when <br />rental properties are not available). <br />• Repair: Money for homeowners to repair damage from the disaster that is not covered by <br />insurance. The goal is to repair the home to a safe and sanitary living or functioning condition. <br />H-6 <br />
