The Management Section consists of the following ICS positions. Detailed position checklists are contained <br />in Appendix C. <br />EOC Director <br />Authority for managing EOC operations is delegated from the City Council to the City Manager as EOC <br />Director. The EOC Director reports to the Policy Group. The Management Staff and General Staff Section <br />Chiefs report to the EOC Director. The EOC Director has overall responsibility of managing the emergency <br />response in accordance with the guidance provided by the City Council. In concert with the EOC General <br />Staff, the EOC Director sets priorities for response efforts and establishes coordination between the City <br />and other emergency response agencies. During EOC activation, the EOC Director has authority to <br />authorize expenditure of funds. <br />EOC Coordinator <br />The EOC Coordinator is responsible for supporting EOC set up and initial operations. They monitor EOC <br />internal management systems, coordinate with outside public jurisdictions and internal departments, and <br />serve as an advisor to the EOC Director and General Staff. They provide information and guidance to the <br />EOC Management Team and coordinate with the San Mateo Operational Area EOC if a liaison is not <br />assigned. <br />Legal Advisor <br />The Legal Advisor supports the Policy Group. The Legal Advisor prepares proclamations, emergency <br />ordinances and other legal documents and provides legal services as required. They maintain legal <br />information, records and reports relative to the emergency legal proceedings and participate as a member <br />of the EOC Management Team. <br />Liaison Officer <br />The Liaison Officer oversees activities of outside agency representatives in the EOC. They coordinate and <br />staff requests from other EOCs for City representatives to other EOCs. They establish and maintain a <br />central location for incoming agency representatives, providing workspace and support as needed. The <br />Liaison Officer ensures guidelines, policy directives, situation reports, and a copy of the EOC Action Plan is <br />provided to Agency Representatives upon check-in. In conjunction with the EOC Coordinator, they provide <br />orientations for VIPs and other visitors to the EOC. <br />Safety Officer <br />The EOC Safety Officer identifies and mitigates safety hazards and conditions representing potential <br />liability to the City during emergency operations. They ensure a safe working environment in the EOC and <br />all facilities used in support of EOC operations. They ensure that the EOC facility is free from any <br />environmental threats, e.g., radiation exposure, air purity, water quality, etc. The Safety Officer develops <br />the Site Safety component of the EOC Action Plan. They support the Operations Section Chief and develop <br />the ICS -215A, Safety Analysis Form, for the EOC Action Plan. <br />Security Officer <br />55 <br />
