6.F. - Page 2 of 3 <br />ANALYSIS <br />Staff is requesting City Council support to apply for grant funding for the Vera Avenue Bicycle Boulevard <br />Project and a creation of a Redwood City Bicycle & Pedestrian Master Plan. These two projects would <br />support several city efforts. <br />Vera Avenue Bicvcle Boulevard Proiect <br />Bicycle boulevards are streets with low motorized traffic volumes and speeds, designated and designed <br />to give priority to bicycle travel. Bicycle boulevards use signs, pavement markings, and speed and volume <br />management measures to create safe and convenient bicycle routes. Vera Avenue is an east -west, low - <br />stress road that connects EI Camino Real to Alameda de las Pulgas. It has lower traffic volumes compared <br />to two parallel streets, Roosevelt and Jefferson Avenues, making it an attractive bicycle route for people <br />of all ages and abilities. <br />RWCmoves, the citywide transportation plan, identified the Vera Avenue Bicycle Boulevard as a Tier 1 <br />project and part of the bicycle backbone network. The project would create safe and convenient bicycle <br />access to multiple schools, Red Morton Park and Community Center, and the Veterans Memorial Senior <br />Center. The project also connects to the interim Peninsula Bikeway, a collaborative project of the Cities of <br />Menlo Park, Mountain View, Palo Alto, and Redwood City to better link and connect these four cities and <br />the region. <br />With the Redwood City School District school consolidation planned for the upcoming school year, <br />hundreds more students will attend Roosevelt and John Gill Elementary Schools. Since Vera Avenue is a <br />potential walking and bicycling route for these students, this project would be particularly timely. The <br />project is also one of the focus projects in 2019-20 Technical Advisory Committee's work plan. If funded, <br />this grant would expand the limits of the project that is funded by one-time funds in the Fiscal Year 2019- <br />20 Capital Improvement Program budget. <br />Redwood City Bicycle and Pedestrian Master Plan <br />The development of bicycle and pedestrian master plans are identified in RWCmoves as a Tier 1 projects. <br />Due to the existing conditions and planning work recently completed by RWCmoves, the level of effort to <br />develop master plans for both bicycles and pedestrians is smaller than it otherwise would be. For this <br />reason, staff recommends completing both documents at the same time. The plan would augment the <br />existing, detailed analysis of conditions for bicyclists and pedestrians, and recommend projects, policies, <br />and programs aimed specifically at increasing safety, bicycle ridership, and pedestrian activity.
